Job Title: Capacity Development Consultant

Division: RAM (Research, Assessment and Monitoring)/ Training and Knowledge Management Hub

Duty Station (City, Country): Home-based

Duration: 6 months renewable

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Research, Assessment and Monitoring (RAM) division is under the Programme and Policy Development (PD) Department incorporating research, assessments, and monitoring to support policy and strategic development. These services provide critical answers to how WFP assistance should be implemented, from targeting vulnerable locations, identifying trends in poverty and food insecurity, assessing the impact of food assistance, to enabling mid-course adjustments through data monitoring. The mission of RAM is: “To provide credible, relevant and timely evidence for strategic and operational decision-making, resource mobilization and accountability to beneficiaries.” The RAM Training and Knowledge Management Hub was initiated in 2022 to foster agile and forward-looking learning among VAM and field monitoring staff at Country Office, Regional Bureau and Headquarters levels as well as among WFP's partners, to support their full potential. We are currently looking for a Consultant to support the team in scaling up its activities. In particular, the consultant will engage in guidance development, knowledge management, facilitation of online courses and supporting RAM colleagues on learning solutions.

ACCOUNTABITLITIES / RESPONSIBILITIES:

  1. Lead the development of a printed Field Monitoring Handbook. This will include developing content in collaboration with stakeholders, coordinating the review process, working with vendors for graphic design and printing, and managing launch and dissemination.
  2. Manage and facilitate RAM learning channel including its subchannels, providing continuous support to internal and external learners.
  3. Support the maintenance of RAM information management platforms including VAM Resource Center, Monitoring Manual and Field Monitoring Handbook.
  4. Provide support to RAM colleagues in implementing trainings, workshops or webinars upon request.
  5. Provide support to the Training and Knowledge Management Hub in developing communications material in line with WFP standards, managing campaigns and related tasks.
  6. Other activities as necessary.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. The printed Field Monitoring Handbook is finalized and disseminated.
  2. Learning channels have been successfully facilitated.
  3. Information management platforms have been successfully maintained.
  4. RAM colleagues have been supported in capacity development activities.
  5. Communications material has been produced in line with WFP standards.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: international development, education, political sciences, international relations, economics.

Experience: Post-graduate, job-related experience in humanitarian and development programming, adult learning or knowledge management.

KNOWLEDGE AND SKILLS:

Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook, Teams). Excellent written and verbal communication skills, demonstrated synthesizing of information across various sources into clear written messaging. Strong interpersonal skills and ability to cultivate relationships across various functions and teams. Good project management skills. Knowledge of monitoring contents and knowledge management principles. Ability to use online learning platforms to develop or manage online courses.

Languages:

Fluency in written and spoken English is required. Intermediate knowledge of another official UN language is beneficial, particularly French, Spanish, or Arabic.
