Human Resources Officer (Recruitment and Onboarding), LDC Band F, HQ Amman

Org. Setting and Reporting

The HRO (Recruitment and Onboarding) of this post is responsible to the Human Resources Officer.
Responsibilities
1) Participates in the administration of day-to-day operations of recruitment services and activities related to the PRM US funded Project:- Prepares and reviews Job Openings (JOs) to ensure compliance with the approved post descriptions.- In coordination with the hiring offices, coordinates for technical tests and reviews the screening of applications provided by the Hiring Department against established criteria, raising discrepancies with the concerned department and advising supervisor/s accordingly.- Prepares administrative and logistical arrangements for all the stages of the recruitment process; participates and represents the Recruitment Section (RS) in interview panels for international recruitments and area recruitments where applicable, and completes recruitment reports accordingly.- In coordination with the supervisor, initiates contact with job applicants and provides information to internal and external candidates on matters related to the recruitment process as well as onboarding and employment with the Agency following finalization of each recruitment process.
2) Advises the supervisor on recruitment issues, bottlenecks and identifies mitigating issues accordingly.
3) Contributes to the refinement of recruitment guidelines and selection procedures and ensures that recruitments are carried out in accordance with the overall recruitment plan and established guidelines, including gender parity.
4) Produces and assists his/her supervisor in producing periodic and/or other statistical reports on recruitment activities for use inside and outside the Agency, including data on rosters, new incumbent profiles, and shortlisted candidates; produces and updates other related reports, including the recruitment section’s weekly report, as required.
5) Contacts counterparts in missions and non-governmental organizations, with regard to the Agency’s job openings and applications, as required for outreach purposes.
6) Conducts/coordinates Reference Verification or reference checks as required; prepares correspondence with regards to job applicants and responds as per policy to general inquiries from internal and external candidates.
7) Performs the following actions, and any similar actions related to the employment cycle in a timely and accurate manner to ensure that the required client employment status is up to date and related documentation are processed timely for the end payroll result:- Oversees preparation, follows up, and distributes key employment related documents such as but not limited to new offers of appointment, letters of appointment, contract extensions, salary increments, promotion letters, transfer letters, Certificates of employment, Testimonials, TSA letters, Special leave with/without pay/with half pay, sick leave, separation letters, administrative details and fact sheets, miscellaneous correspondence; contacts clients by telephone at on boarding and prior to separation to verify accuracy of information and address any questions/concerns.- Ensures proper placement of the above referenced and any related documents in the Official Status File (OSF) chronologically; ensures that OSF for designated group of clients is up to date and in good order at all times.- Coordinates all necessary follow up actions to ensure completeness of processes in delivering the client service and avoid delays.- Finalizes data entry into the HRM and payroll system (REACH) in a ti mely manner to meet payroll deadlines and timely disbursement of overall salary and allowances.- Monitors and completes administration and recording of attendance for designated group of clients; feeds necessary information for completion of annual end of year closure reports for finance; Provides the staff members with annual Attendance Records Summary (ARCs) for signature and placement on OSF.- Coordinates with Entitlements and Payroll Officer in the administration of personnel entitlements as required and ensures compliance with Staff Regulations, Rules and Personnel Directives and issuances; Provides immediate report on any issues that have a potential of impeding client service and delivery.- Provides any information required for management use; Collates, compiles, and completes internal and external statistics.- Payroll and ERP related issues.- Relevant International staff PERs Agency wide. Monitors the completion rate of PERs and provides collated monthly reports and maintains a shared drive file on the same.
8) Is responsible for providing client services to the designated group of clients/offices and administering the employment cycle from on boarding to se paration in a timely and accurate manner involving appropriate coordination with all required parties including but not limited to the staff member, the Department/Field concerned, HRD management, Finance, Administrative and General Services Support Department, and other agencies (including Cigna, AETNA (etc.) and United Nations Joint Staff Pension Fund (UNJSPF)).

Education
A university degree from an accredited educational institution in human resources management, public or business administration or a related field
Work Experience
– At least five years of progressively responsible and relevant experience in human resources management in an international, governmental, or large commercial organization, including two years in recruitment, succession planning, entitlement administration and client services is required.

Ability to interpret policy into cost calculations and formulas is desirable.
Languages
Excellent command of spoken and written English and Arabic.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Type of Contract: Limited Duration Contract (LDC), Band F.
Monthly basic salary starting from JD 1057.70 depending on the professional knowledge. Other benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the contract where less than one year, and family allowance (if applicable).
The Limited Duration Contract applies to external candidates and UNRWA internal candidates on LDC.
Duration of Contract: 6 months – with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.
This vacancy notice is open to internal candidates on LDC and external candidates. Only candidates residing in Jordan, and within commuting distance of the duty station with authorization to work in the duty station at the time of application are eligible to apply. The Agency will not assume responsibility or accountability to support or facilitate the issuance of work permit in Jordan, and without a valid work permit, the appointment may be rescinded.
