Job Title: Water and Wastewater Infrastructure Planning Engineer

Reporting to: Deputy Chief of Party – Technical

Location: Amman, Jordan

Position type: Full-Time Local Professional

Start date: December 01, 2022

Duration: One year (renewable as needed throughout project life)

Background

USAID Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. USAID WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.

Job Summary:

The Water and Wastewater Infrastructure Planning Engineer will work closely with the Deputy Chief of Party-Technical, the governance team of WGA, MWI, WAJ and the water companies in technical activities related to water and wastewater infrastructure master plans, national capital investment plan (CIP) update, and water sector reference booklet

Duties and Responsibilities:

• Work on updating the national water and wastewater infrastructure master plans including integrating Non-Revenue Water (NRW) related engineering activities.

• Lead updating the CIP including data collection and assembling, agreeing on the prioritization criteria, and drafting the CIP document.

• Provide technical and engineering support to the efforts made to develop a reference booklet that unifies the nation-wide design criteria, standards, specifications, and drawings for major components related to water and wastewater sector infrastructure covering design, construction, and operation phases.

• Carry out basic and moderate hydraulic analysis and provide oversight and feedback to other hydraulic analysis teams.

• Provide other technical and engineering support related to water and wastewater infrastructure, surface water and NRW relating engineering projects.

• Develop and maintain highly collaborative relationships with counterparts and relevant water stakeholders to successfully develop and implement project activities.

• Perform other tasks as appropriate and as determined by the Deputy Chef of Party – Technical

Education and/or Experience/Knowledge, Skills, and Abilities:

  • Bachelor’s Degree in civil, water infrastructure or environmental engineering, water resources management, or another related field. Advanced degree is preferred.
  • At least 3 years of work experience related to the development, implementation or management of water and wastewater infrastructure related projects.
  • Familiar with the specifications, standards and design criteria of the water and wastewater infrastructure is preferred.
  • Experience in developing tender documents including specifications for the water and wastewater infrastructures is preferred.
  • Experience in research, data collection, and analysis from various sources.
  • Familiar with the NRW concept and its mitigation measures is preferred.
  • Good understanding of integrated water resources management, and planning concepts.
  • Knowledge of Jordan’s water sector is preferred.
  • Demonstrated ability to work with and coordinate closely with government staff, effectively manage expectations, and build capacity of counterparts.
  • Strong and proven analytical, conceptualization and presentation skills and capacity.
  • Fluency in Arabic and excellent speaking, reading, and writing ability in English is required.
  • Proven skills in planning, team management, developing project’s activities, and time management, strongly preferred.
  • Proven experience in using related hydraulic analysis and design software and MS office particularly excel and power points.
  • Demonstrated ability to work with different teams, under pressure and on multidisciplinary activities.
