Re-advertised-Consultancy Title: Social Policy Consultant (Evidence Generation & National Social Protection Polices), Amman, Jordan Country Office (8.5 Months)

Under overall guidance from the Chief of Social Policy and direct supervision from the Social Policy Specialist, the Social Policy Consultant will assist the section in implementing a set of policy advocacy and knowledge management initiatives. This include supporting the implementation of UNICEF social policy priorities in the areas of: Policy advocacy and System Strengthening, National Social Protection Policies, and Evidence Generation. In addition, the consultant will contribute to the daily implementation of specific project activities under the joint UNICEF-ILO program “Towards an Inclusive National Social Protection System and Accelerating Decent Job Opportunities for Syrians and Vulnerable Jordanians”

How can you make a difference?

SCOPE OF WORK & DELIVERABLES:

The Social Policy Consultant will have the following duties and responsibilities:

  • Support the implementation of activities under UNICEF-ILO joint programming, and compliance with provision, guidelines and reporting requirements.
  • Work closely and follow up with the NSPS Implementation Support Unit (ISU) on initiatives and components led UNICEF.
  • Carry out data collection exercises and support with data analysis and report writing activities.
  • Contribute to the generation of improved data on the social protection sector and situation of children, including the development of policy briefs on emerging issues.
  • Providing technical review of studies and reports with specific focus on the following:
  1. Project on “Building a Shock-Responsiveness Social Protection System for Jordan”
  2. Annual Reflection Report on the State of SP Sector in Jordan
  • Review and make sure that progress reports are prepared regularly according to the agreed guidelines and coordinated with input from different units and involved stakeholders.
  • Produce timely concepts papers, strategic notes, quality briefings, and policy updates related to the social protection sector.
  • Perform any other program-related duties requested by UNICEF team.

To qualify as an advocate for every child you will have…

Education: Advanced university degree or higher in a relevant field such as economics, public policy, applied social sciences, and development studies.

Experience:

  • A minimum of 3 years of progressive responsibility and work experience in the social protection or related sectors.
  • Strong professional writing skills and demonstrated capacity for writing high-level documents, concept papers, and policy notes.
  • Strong and demonstrated skills in research (quantitative and qualitative) and data analysis.
  • Demonstrated capacity in providing support to planning and implementation of activities, including coordination and event management skills.
  • Excellent interpersonal skills required for high level engagement with government departments and other stakeholder
  • Strong background in Public Economics and Public Finance is considered an asset.
  • Experience in data collection and analysis software (STATA/ NVivo) is considered an asset.

Language: Proficiency in English is required and knowledge of Arabic is an asset.

8.5 months

Insurance:

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Applications submitted without a financial proposal will not be considered, the financial offer should be a lump sum for the whole assignment + Travel.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Child Safeguarding remarks
This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
