ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
KEY ACCOUNTABILITIES (not all-inclusive)
- Manage the Satellite Office and plan field operations within the area of assignment to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays.
- Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Area/Country Office.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Help ensure that WFP security and safety standards are locally set and followed.
- Ensure extensive and frequent presence at project areas, distribution sites and centres.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery. Engage with local and provincial de facto authorities, as may be appropriate.
- Build partnerships to improve assistance packages, develop and sustain liaison with local authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners engaged in food security.
- Support the capacity building of cooperating partners (CPs), Third Party Monitors (TPMs), and any other partners to prepare for and respond to food assistance needs, acting as a point of referral and supporting them with analysis and queries.
- Perform other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
- At least 3 years of professional experience in relevant fields.
Desired Experiences and skills:
- Experience working in field operations, preferably in a hardship duty station or emergency situation.
- Experience in engaging with local authorities and communities on issues related to humanitarian assistance activities including access, targeting, and implementation.
- Experience of working in sensitive political environments and analysing local political situations/ assessing risk accurately.
- Experience managing small teams, financial budgets, and balancing priorities effectively.
Languages:
- Fluency (Level C) in both oral and written communication in English and local languages (Dari and Pashto)
