Health Safety & Security Coordinator (National Position) SRO

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
The Health, Safety and Security (HSS) Coordinator position contributes to HSS related activities and provides general guidance on security and risks-related technical matters at area Level. The position holder will be responsible for providing staff with information and daily advice through briefings, trainings. The HSS Coordinator will provide daily advice on health, safety, and security issues pertaining to the Area Office. The position holder leads, oversees, and monitors the implementation of NRC’s security policies and procedures at area office level and aims to reduce the risks through effective mitigation strategies. He/She also provides staff with enough information through briefings and training sessions on relevant topics. In the absence of the HSS Manager, He/She may be requested to act as Country HSS Manager.

Roles and Responsibilities:
  • Ensure compliance with NRC policies, guidelines and standards
  • Monitor, analyze and report on the security and political contexts in areas of operation
  • Monitor, track, and analyze incidents and analyze their trends in areas of operation.
  • Ensure consistency and accountability of security and safety procedures across the whole country programme
  • Provide technical support to HSS staff in Area Offices, and support their capacity building through developing and providing thematic and generic security trainings
  • Support Health, Safety and Security (HSS) staff in Area Offices in case of security incidents Support the revision of security documents
  • Provide security briefings and collect the informed consent from new staff

Specific Responsibilities:

Compliance to NRC standards
-Ensure that Security Risk Analysis (SRA) are conducted according to minimum operational requirements (MOSS) under technical Supervision of SRO HSS Manager
-Be responsible for maintaining security protocols for staff and operations inside Syria.
-Ensure that minimum compliance standards are met and that the documents are relevant to the context and updated (including Duty of care for staff; hibernation plans; Proof of Life procedures; Fire Safety Plans; critical incident management protocol; etc.)
Timely security assessments and recommendations
-Lead security-related assessments and present recommendations
-Monitor the security situation on the ground; share regular context updates, and present exceptional update if needed
-Provide weekly context update to Area Management Team
-Make sure that incidents and contextual trends are monitor, tracked and reported.
-Support area management team as well as staff on crisis management, incident management and post incident management
-Issue security/access advice on demand and/or when the situation requires so
-Update and follow up on Safety and Security Procedures and protocols when needed
-Carry out any other Health, Safety, Security and liaison-related tasks requested by the line manager.
Liaison
-Maintain active contact with Safety/Liaison counterparts from peer agencies (including Local Humanitarian Partners) and relevant organisations (UNDSS, INSO, etc.)
-Maintain a sound analysis of local stakeholders
-Support the field office coordinator and access officer with establishing and maintaining contacts with the authorities in the areas of operation
Safe and secure programming
-Support NRC PMs in ensuring that program activities are conducted safely through advisory and technical support on all PCM phase
-Ensure that all NRC staff receive sufficient information on context and risks, enabling them to provide an informed consent through NRC template
-Support Local Humanitarian Partners in managing safety & security when implementing programmes on NRC behalf, including by issuing security advice to NRC -management if and when the security of partner staff is at risk
-Support Local Humanitarian Partners in carrying out sound security risk assessment relevant to the programs they implement on NRC behalf
Facilitate information management and dissemination amongst others through weekly context updates as well as ad-hoc security notices

Qualifications
  • Minimum 3-5 years of experience working in in Health, Safety, and Security in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Experience in risks management for implementing partners and remote management
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Previous experience in delivering training and capacity building activities
  • Strong Knowledge and ability to analyse the situational dynamics in Syria
  • Knowledge and familiarity with Northeast of Syria Context, Culture, politics and geographical areas
  • Experience in liaising with communities and authorities
  • Experience of assessing political, social and security situations in the country
  • Previous experience in remote management
  • Previous Experience in staff Management and Trainings
  • Bachelor’s degree in international relations, political science, or related field
  • Advanced computer skills
  • Analytical-minded and able to read political /reference maps
  • Knowledge about own leadership skills/profile
