Purpose of Activity/Assignment:

The objective of this consultancy is to provide technical support to the UNICEF JCO WASH section in programme design, planning and implementation, as well as for the management and evaluation activities, including data analysis and progress reporting, in support of programme goals and objectives.

How can you make a difference?

Scope of Work:

The consultant will undertake the following activities as a minimum:

1. Support for WASH programme development and management

• Draft and provide technical inputs for specific project workplans as required during the consultancy period for the implementation of specific activities as part of the overall WASH programme.
• Through continuous monitoring of programme implementation, contribute to the identification of critical adjustments needed in the workplans, and liaise with other programme officers / advice the Chief of WASH on necessary actions.
• Provide technical assistance in preparing viable recommendations on project implementation, alternative approaches, new initiatives and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women.

2. Programme monitoring and reporting

• Provide technical support to UNICEF JCO WASH section, to fulfill its reporting requirements on data collection, analysis and preparation of reports as per internal and external requirements, including but not limited to weekly, monthly, and annual reporting requirements for the WASH section including donor reports, Results Assessment Module (RAM), donor /grant specific reports, mid-year / annual reports, situation reports(sitreps) as well as others identified by the office.
This will include the coordination with other members of the WASH team and other sections within UNICEF JCO for collection of inputs and necessary information.
• Provide technical assistance for monitoring and update of UNICEF JCO WASH programme and specific workplans, through collection and analysis of data and monitoring of implementation to inform progress against programme targets and results.
• Participate in information exchange with partners, governmental representatives, and section focal points and ensure adequate frequency updates, access and standardization of information.
• Contribute to coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.

3.Technical support for financial monitoring

• Provide technical support for the monitoring of allocation and disbursement of programme funds within the WASH section, making sure these are properly disbursed, committed and liquidated in compliance with donor requirements, and identify and recommend actions to optimize use of programme funds.

4. Programme Monitoring and Evaluations

• As per required by specific programme activities, undertakes field visits to monitor and assess programme implementation and collaborate with partners to carry out a rigorous and transparent approach to evaluation and participate in the major programme evaluation exercises to improve efficiency and quality of programme delivery.
• Provide technical support for the Knowledge, Attitude, and Practice (KAP) surveys implementation, analysis, and evidence generation as a result, and liaise with WASH section colleagues to incorporate recommendations into day-to-day implementation.

5. Support Advocacy and Communication related activities

• Technical support to the Communications and Partnerships Section by contributing to the development of various WASH communication products for media, donors, concept note, and field visits products to reflect and present programme priorities, achievements and for advocacy purposes.
• Draft and provide technical inputs for the development of programme concept notes and donor proposals required for advocacy and resource mobilization.

6. Partnership, Coordination and Collaboration.

• Technical support for the coordination and management of the WASH sector working group and facilitate collaboration with internal and external WASH counterparts to improve collection and dissemination of data and exchange of information on programme/project status and implementation.
• Provide technical support to the Government and WASH sector partners for the preparation and update of the Jordan Response Plan (JRP) 2023 and associated monitoring and reporting requirements.
• Participate in annual WASH sector review meetings with government and sector partners’ counterparts.
• Provide technical inputs / contributions to the inter-sectoral working group (IWSG) and other interagency (i.e. UNSDCF) coordination platforms in which UNICEF WASH participates, including associated planning and reporting requirements.
• Support WASH section in developing and maintaining close collaboration with donors, as well as other groups and organizations with whom UNICEF partners for the achievement of WASH programme objectives, including close collaboration with Regional Office and HQ on programmatic priorities

To qualify as an advocate for every child you will have…

  • Education: A university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Engineering, or another relevant technical field.
  • Experience: Five years progressively responsible experience in humanitarian/situation reporting, monitoring and evaluation or related field.
  • Excellent writing skills and ability to communicate complex analysis in simple language
  • Ability to demonstrate organized multi-cultural working environment and a team player.
  • Familiarity with the development and humanitarian WASH sector in Jordan, including the operationalization of the Jordan Response Plan is considered a strong asset.
  • Previous experience in working with the UN on knowledge management and advocacy is a strong asset
  • Previous WASH experience is highly desired.
  • Proficient knowledge on MSOffice products.
  • Fluency in English and Arabic (both written and oral communication) is mandatory.

Insurance:

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Applications submitted without a financial proposal will not be considered, the financial offer should be a lump sum for the whole assignment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

Child Safeguarding remarks
This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
