Job Description

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. IRC’s programs in Jordan focus on urban interventions in the north that address Primary Health care for Syrian refugees and host community members to Syrian refugees through two contracted partners in Irbid and Mafraq. IRC has been providing Primary and Reproductive Health services through a comprehensive PHC facility in Zaatari since 2016 and 4 RH clinics at Azraq since 2017. In addition, IRC will start the support to MOH facilities in the Urban areas. Since January 2013, IRC also carries out Child Protection programs in Syrian refugee camps, providing services for the identification, support and protection of unaccompanied children (UAC) and other children at risk.
The Position
The Senior Health referral officer will be in charge of supporting cash for health modality – Referrals for providing the health care services of chronic diseases in Mafraq and Ramtha with the delivery of quality healthcare program serving IRC cohort. The Senior Health referral officer will establish and manage the referral pathways between the IRC and the contracted stakeholders (Sara hospital and Farah center) and other healthcare providers in urban.
Key Responsibilities
Referral supervision
- Under the guidance of the Health management team, Supervise the implementation of the cash for health modality-funded projects and ensure that the set targets are met in time, maintaining high-quality service provision.
- Ensure that the health services provided are according to standard protocols and guidelines.
- Working closely with the medical team in the contracted health care facilities to grant medical approvals to amend or add new services to the NCD patients.
- Checking and verifying patients records to make sure that all of the needed services have been delivered to the beneficiaries according to partners invoices and reports.
- Assist the Health manager and the clinical relevant team to create Referral guidelines, SOPs, and other requested materials and documents,
- Assist in developing work plans to be met and done for implementing quality cash for health modality.
- Follow up closely with the Cohort of patients referred to MOH, ensure proper orientation was given for them, and contribute actively to help them overcome the obstacles to access the health system.
- Ensure that all patients signed and oriented about the required documents, including the code of conduct and the treatment plans.
- Act as liaison officer/focal point for all the referrals conducted at the IRC health facility and regularly coordinate with the identified referral level health care facilities to ensure smooth and effective referrals of patients.
- Ensure proper registration and integration with referral systems and set up a referral feedback system for the referred patients so that the outcome of the referrals is known and follow-up actions are taken if required
- Work closely with Health manager to follow up on the cash for Health allocated budget and ensure proper control and best use of this budget line.
- Identify all patients requiring secondary care and emergency care; refer appropriately according to the health mapping referral system.
- Assist in Map and assess Jordan health services in Northern Governorates and other locations as needed;
- Assist in developing a network for hospital referrals: external consultations, hospitalization, exams;
- Map and assess services available for refugees in Northern Governorates according to the needs like official NGOs, UN, services in Health
- Follow the medical context in Northern Governorates regarding government health policies towards refugees and report to the Health management.
- Assist IRC in organizing events for better understanding of IRC scope of work within the Health stakeholder community,
- Other duties as assigned by the Health Manager.
Representation and Coordination
- Attend coordination and referral meetings to represent IRC and share the progress and issues related to cash for health modality (Irbid referral meeting and NCD meeting …etc.)
- Facilitate weekly field visits for the contracted hospital and facility and develop a visit and monitoring report.
- Coordinate with other health actors to ensure referrals of patients who are not covered under our Cohort to an appropriate level of health care to receive the needed services, and respond to any challenges faced during referrals and take remedial measures
- Act as a liaison between IRC and the health authorities in Northern governorates
- Establish and maintain a network of contacts among local associations, authorities, and other actors who are involved in assisting the most vulnerable populations
Reporting & Monitoring:
- Conduct field monitoring visits to the partner at least two days per week at least.
- Keep records of all referred patients to the referral level health care facilities.
- Prepare monthly referral reports, include detailed feedback, and remain vigilant to respond to any first-hand information about the implementation in the contracted facilities.
- Work closely with health information officer to ensure the set data collection, data compilation, timely preparation, and submission of all external and internal reports and other associated reports.
- Prepare weekly activity progress reports highlighting challenges, successes, and lessons learned and share with the health coordinator.
- Report immediately to the Health manager for any problem arising in the project, especially fraud/discrepancies, improper medical care given to any patient, or unexpected complication.
- Responsible for ensuring that the patients are given the proper medical processor and accountable to ensure the daily care, treatment, ethics of the medical staff and general administration processors are at the level they deserve within the network of hospitals.
- Follow Up with the patients after they been given the services, thus including if they require further complimentary, complications or follow-up stages of treatment within the network of contracted facilities.
- Contribute health inputs to donors’ reporting.
Coordination with departments in IRC
- Ensure functional integration with other IRC programs, specifically Women Empowerment and Early Childhood Development when relevant.
- Supports the communication department in the monthly Jordan Staff newsletter, Videos newsletter, or where needed (providing talks, articles, videos and/or looking for appropriate speakers that can do so).
Team Management
- Actively assess training and capacity-building needs of the contracted health care team and support their technical capacity.
Key Working Relationships
Position Reports to: Health Manager
Position directly supervises: Project support assistants
Working Environment: This position is based in Amman with field visits to urban (Mafraq and Ramtha). The security situation in the IRC intervention areas is generally calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.

Qualifications
Job Requirement:
- Bachelor’s degree in nursing or medical field
- At least 3-5 years of experience in working on NGOs health projects.
- Proven experience in working with non-communicable diseases and reproductive health care clinics.
- Team management skills
- Experience in writing progress reports.
- Flexible, professional, and can work in a challenging environment.
- Fluent in English and Arabic required.
- Sound in operating Microsoft Word, Excel, PowerPoint, Outlook, and Internet use.
- Calm, stress management, patient, ability to listen.
