Purpose of Activity/Assignment: This 7-month consultancy that will provide high quality international technical assistance and support to the planning, implementation and quality assurance of multiple UNICEF supported education programmes. The consultant will work closely with the UNICEF Education and Social Protection sections, the Ministry of Education (MOE) and other partners to provide technical expertise to the implementation of education programmes. The consultant will be expected to contribute to the capacity building of the UNICEF team, national consultants, school supervisors, principals, teachers, Syrian Assistant Teachers and Makani facilitators

Scope of work:
Reading Recovery programme:
The consultant will:
- Support the UNICEF team to follow the implementation of the reading recovery program that takes place in non-formal education centers in the refugee camps, Makani centers, and all formal schools in the refugee camps with grades five and six students.
- Plan for a review and impact study of the implementation by providing technical assistance.
- Lead on all technical reporting for the programme.
- Undertake field visits.
- Collating and analysing outcome data to document the educational progress and the assessment results from these programs into full reports.
Accelerated Learning Programme:
The consultant will:
- Provide technical assistance to support the implementing team to ensure the program is well monitored and evaluated and a sustainable system of high-quality feedback and coaching is provided for all those involved in delivering the programme.
- Collate programme outcomes to enable to contribute to the technical aspects of reporting and progress.
- The consultant would provide the technical expertise needed to develop the implementation plan and contribute to teacher training with the UNICEF team for any expansion of ALP.
Teacher of the Future Professional Development Programme:
The consultant will
- Develop the pilot and work closely with an international consultancy company, yet to be selected, in making sure that the pilot is implemented in a sustainable way and can be scaled up to other areas of the country as required.
- Contribute to piloting the program in refugee camps schools and in the host community beginning 2023.
- Develop overview documents that allow the infrastructure of the program to work. This will require the consultant to familiarize themselves with the content.
- Design and produce the professional development journal document that will go with the programme and work with UNICEF and a design company to produce the final package
On-going support for effective school development planning and implementation:
The consultant will:
- support the team in the education section at UNICEF to effectively develop the work of school improvement planning so it leads to improved school outcomes.
- Oversee qualitative work and support in the planning schedules to ensure the work of the SIPs is effective. This will involve regular meetings and occasional visits to the fields.
- Support consultants to use the matrix previously developed to identify needs in the camps and advice on the best way to support those needs with individual and small groups of schools.
Education resource management in refugee camps:
The consultant will:
- support the camp team to write short training cards and provide input to enable the camps team to work with schools to ensure effective use of the resource.

To qualify as an advocate for every child you will have…
- Education: A bachelor's degree in Education
- Experience:
- At least 15 years demonstrated experience in school support and teacher education
- Experience of working with schools to improve learning outcomes
- Understanding of how to analysis data and experience in writing precise impactful reports and workplans
- Excellent analytical skills and written English
- Experience of writing and delivering training materials

Insurance:
UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.
Travel: this post might require travel to Jordan, 60 days tentative.
Applications submitted without a financial proposal will not be considered, the financial offer should be a lump sum for the whole assignment + Travel.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
