ORGANIZATIONAL CONTEXT

The role of the Advisor on Principled Humanitarian Access is key to support Regional Bureaus (RB) and Country Offices (COs) in maintaining principled approach to humanitarian access, and more broadly the creation of an environment conducive to respect of humanitarian principles and for the law. The role will contribute to strengthening WFP dialogue with national authorities, state and non-state armed groups, intergovernmental organizations, and academia, as well as facilitating WFP acceptance and operational activities. The position contributes to WFP’s foresight, preparedness and multidisciplinary capacity building in multidimensional issues linked to the humanitarian access domain in fragile emergency and conflict-affected settings.

KEY ACCOUNTABILITIES (not all-inclusive)

You will:

  • Work with functional Units in HQ, RBs, and COs to catalogue approaches to humanitarian access and to develop long-term institutional arrangements necessary to support future contexts.
  • Provide analysis and advice related to principled humanitarian access strategies and operational activities.
  • In collaboration with the Legal Division, provide analysis on policy positions pertaining to humanitarian access and the implications on WFP operations, from an operational perspective.
  • Contribute to developing humanitarian ground rules and operational guidance for operational engagement with state and non-state armed actors, urban gangs in conflict-affected and other contexts.
  • In collaboration with the Legal Office support RBs and COs on the impact of the sanctions and counter-terrorism laws on WFP operations and support designing and implementing mitigation measures for potential risks.
  • Propose recommendations and action plans aimed at obtaining better respect for humanitarian principles and other relevant bodies of the law relating to the right to food.
  • In collaboration with the Legal Office improve awareness of WFP’s role and operations among non-state armed groups to further the organization acceptance and access.
  • In collaboration with the Legal Office assist in the development of context-specific operational access guidance, focused on administrative and legal regulations and guidelines.
  • In collaboration with relevant technical divisions in HQ, contribute to developing institutional positions on key areas of ambiguity in engagement with non-state armed groups, assistance, and operations in conflict-affected environments.
  • In collaboration with the Legal Office provide support and advise senior management on engagement in high-level advocacy on hunger and conflict with the Security Council, UN Human Rights Commission and other bi-lateral committees.
  • Participate in the inter-agency community of practice for access.
  • Develop and maintain a network of influential institutions and assist in devising strategies for mapping, attracting, and mobilizing them in support of ensuring principled humanitarian actions, and WFP acceptance and operations.
  • Work with academic institutions in promoting and supporting research and debate in the field of principled humanitarian access and assistance.
  • Document good practices and learning from across WFP’s operations, or conversely, challenges or ad-hoc solutions have been accounted and noted, ensuring that these are systematically disseminated across the relevant HQ units/divisions to feed the corporate development of guidance and tools, and among country offices.
  • Contribute to relevant reports and analysis.
  • Support the efforts of WFP offices (and, at times, the humanitarian community) to develop the capacity building of staff through the participation, and where appropriate, the delivery of training related to the humanitarian access.
  • Guide, coach and train field officers on issues related to principled humanitarian access in principled manner.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Graduate degree (equivalent of a Master's) in law with a focus on International Humanitarian and/or Human Rights Law. A first-level university degree in law in combination with qualifying experience may be accepted in lieu of the advanced university degree.

EXPERIENCE:

At least 8 years of relevant postgraduate experience in:

  • International criminal and human rights law.
  • In the legal framework around the right to food and associated violations.
  • Advocacy on hunger and conflict & the intersection between the rule of law and food insecurity.
  • Work with the UN Security Council and the UN Human Rights Commission.
  • Legal field, including legal analysis, research and writing.
  • Practical experience of the integration of International Law into the planning and conduct of operations.
  • Ability to conduct comprehensive legal research
  • Demonstrated experience in humanitarian access negotiations and work with non-state armed groups.
  • Demonstrated experience in engagement and interaction with government counterparts.
  • Strong knowledge of international humanitarian law, civil war and organized violence, in particular working with Non-State Armed actors and civilian entities.

LANGUAGE:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

  • Analytical skills and ability to conduct research on a range of relatively complex and intricate issues.
  • Familiarity with the institutions and organization of the UN system.
  • Knowledge of public international law, including the Charter of the United Nations, the law of privileges and immunities and the law of treaties.
  • Understanding of the core tenets of international law, in particular international human rights law and humanitarian law.
  • Understanding of other branches of law is an asset

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years. The position is based in Rome, Italy and the selected candidate will be expected to relocate.
