ORGANIZATIONAL CONTEXT
There is broad consensus across the scientific and development community that climate change poses a serious threat to food and nutrition security worldwide, mostly through an increase in frequency and intensity of extreme weather events, such as droughts and floods. Climate change impacts disproportionately the poorest and most vulnerable communities, especially those living in fragile, degraded environments, and depending on rain-fed agriculture for their livelihoods. WFP approaches the challenge of climate change from the point of view of its impact on livelihoods food security and nutrition.
The WFP Regional Bureau Bangkok is responsible to provide strategic direction and technical guidance and support and oversight to 17 country offices across Asia-Pacific. WFP’s objective is to (i) support the most vulnerable people, communities and governments in managing and reducing climate-related risks to food security and nutrition and adapting to climate change; ii) strengthen local, national and global institutions and systems to prepare for, respond to and support sustainable recovery from climate-related disasters and shocks; and iii) integrate enhanced understanding of the impacts of climate change on food security and nutrition into local, national and global policy and planning, including South–South cooperation, to address the impacts of climate change on food security and nutrition.
The Regional Climate and DRR Advisor will strengthen the mainstreaming of climate adaptation and disaster risk reduction in WFP country strategic plans (CSP) and link these with thematic fundraising efforts. This post requires advanced technical, leadership and management skills, in addition to proven experience with technical design and implementation of programs related to climate change adaptation and climate risk management, thematic fundraising for climate action, and access to sustainable energy solutions.
THE ROLE
Within this context, the Climate Change and DRR Advisor is responsible to lead the Regional Bureau agenda on climate change, DRR and resilience and support WFP country offices in five areas:
- to operationalize WFP policies, strategies and approaches on integrated risk management, climate change and resilience;
- design and formulate WFP Country Strategic Plans, including targeted interventions and mainstreaming of climate change and resilience in programmes, policies and country capacity strengthening efforts;
- provide technical backstopping and facilitate knowledge exchange and technical skills development in the WFP workforce in the region in the areas of climate change and DRR.;
- develop of flagship programmes, climate financing and fundraising for climate change work;
- establish and nurture strategic and operational partnerships and position WFP as a strong partner on climate change, DRR and resilience-building agendas.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direction of the Regional Head of Programme, the Climate Change and DRR Advisor will carry out the following tasks:
- Lead and manage the Regional Bureau’s climate, DRR and resilience portfolio, including the development of strategies, road maps and implementation plans that articulate the vision, priorities and actions required to advance WFP’s work with a special emphasis on its climate financing agenda.
- Coordinate research and evidence generation on climate issues, including the analysis of climate risks in different development settings in Asia and the Pacific and ensure these inform programme design
- Advise country offices considering opportunities to access climate funds and on the development of integrated climate programmes and proposals to bilateral and multilateral donors, and ensure oversight on the technical quality of proposals, compliance with the funds' specific rules, regulations, legal and technical requirements, including on safeguards. Lead or support the management of a pipeline of proposals for WFP in the region with the Bureau Partnerships team and Headquarters.
- Contribute to develop and maintain strategic and operational partnerships and identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work. This includes partnerships with resource partners, International Financial Institutes, inter-governmental bodies, other UN entities and institutes working in the areas of climate risk management and adaptation, early warning analysis, disaster risk reduction and resilience in close coordination with Bureau Partnership and Programme teams and WFP Liaison offices.
- Contribute towards and translate WFP programme policies on climate, DRR and resilience and related areas into Regional/Country level practices, programme guidance and implementation modalities and operations, technical assistance and support to governments and ensure a clear and strong connection between HQ and WFP’s work at regional and country levels.
- Provide technical advice, support and backstopping to COs to design, implement, monitor and report on climate- and resilience-oriented programmes and support to Government. Clarify ambiguities and ensure that policy, programme operations and systems-strengthening support are consistent with WFP policies, Executive Board decisions, and other relevant guidance. Support for the integration of climate, DRR and resilience perspective across other WFP Country Strategic Plan programme activities, country capacity strengthening efforts in collaboration with other Bureau technical teams and units.
- Provide expert technical advice and mobilize specialized technical expertise for COs on a range of climate policy and programming issues, including assessment and analysis, the design and formulation of WFP Country Strategic Plans and combination of climate-oriented interventions, the deployment and testing of innovative approaches and the development of climate change adaptation strategies and climate risk management approaches to support government efforts to reduce hunger and malnutrition (e.g., micro and macro-insurance programmes, forecast based anticipatory action, climate information and energy services).
- Manage, oversee, and collaborate with other Bureau teams or external partners on operational research and evidence generation (e.g., mid-term reviews, monitoring, evaluations) on climate and DRR-related issues relevant to WFP’s work.
- Lead, oversee and collaborate with partners on the preparation and dissemination of timely analytical and critical reports, publications, and a variety of knowledge products and proposals for internal or external use to inform policy, programme and other investments based on the most credible, climate scenarios
- Support the development of technical skills and knowledge transfer in WFP’s workforce in the region on climate change, DRR and resilience through the design and delivery of learning opportunities in collaboration with HQ, Bureau teams and partners.
- Enhance WFP’s leadership status in different policy and technical fora on climate, DRR, resilience and related subjects through direct participation, briefings, information products and other materials. Support the engagement of WFP senior management in high-level policy fora on climate change, DRR and related themes and with resource development partners
- Contribute to WFP regional priorities from a climate/DRR lens, including emergency preparedness and response (inclusive of early warning, risk analysis and anticipatory actions), country capacity strengthening (e.g., technical assistance, institutional and systems strengthening), evidence generation and use. Contribute to incorporation gender, disability inclusion and nutrition perspectives in thematic area(s) of responsibility.
- Lead, motivate and develop a substantive team to enable high performance. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS AND KEY REQUIREMENTS
EDUCATION:
You have:
- Advanced university degree in geography, environmental sciences, environmental management, climatology, disaster studies or related disciplines or First University degree with additional years of related work experience and/or training/courses.
EXPERIENCE:
You have:
- At least 8 years of postgraduate progressively responsible professional experience in international development, climate change adaptation and disaster risk management, government aid programmes or other related fields
- Direct experience in climate- and DRR-oriented, policy, programme approaches, and proposal design and preparation
- Country experience working on climate change, DRR and food security issues in range of development and crisis contexts
- Managed a climate and DRR programme portfolio and demonstrated progressive leadership experience in multidisciplinary teams, including facilitation of strategy development and priority setting
- Experience leading climate and food security operational research and analysis and preparation of professional publications
LANGUAGE:
You have:
- Fluency (level C) in the English language
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)
MORE ABOUT YOU
You have:
- Worked with a UN or international organization and managed a complex programme or portfolio on climate, DRR and food security
- Specialized technical understanding and expertise in climate risk management, climate change adaptation and climate finance in several of the following areas: climate risk insurance, anticipatory action, shock-responsive social protection, ecosystem-based adaptation, and sustainable energy solutions
- Good knowledge of policy and programming approaches (including national adaptation planning and climate risk management and DRR analytical and programming tools and community-based participatory approaches)
- Familiarity with food security, vulnerability indicators, data collection and analysis methods and their application and use for policy, programmes and systems related to DRR, early warning, anticipatory action, safety nets and/or insurance
- Familiarity with hazard and vulnerability analysis and IPC indicators, and how these can be collected and applied to programmatic decisions and systems – including early warning, shock-responsive social protection and/or risk insurance
- Proficiency in MS Office (Word, Excel, Powerpoint, Outlook). Proficiency with statistical analysis tools and publication tools are desirable
- Knowledge of UN system policies and rules and climate financing landscape is considered a plus
- A network with key stakeholders working on climate services, DRR and climate change adaptation is an advantage

TERMS AND CONDITIONS
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year. This is International Professional position and is open to all nationalities.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Bangkok, Thailand to take up this assignment.
