Scope of Work:

The LWF Referral & Case Management officer will be responsible for working with the LWF Protection staff, including LWF counselors based in the centers, LWF volunteers, service providers, Partners, local authorities and community leaders engaged in GBV prevention and response. She will also lead the design and rollout of information and awareness sessions on GBV basic concepts and available response services in particular in close collaboration with identified Child Friendly Spaces and Schools targeting children above 12 years of age, parents, teachers, school counselors and social workers.

The LWF Referral & Case Management officer responds to reported incidents of gender-based violence (GBV) in a timely, survivor-centered and caring manner in order to ensure that survivors can heal through receiving planned quality holistic and appropriate health, legal safety and security and psychosocial care and support. The LWF Case Manger is responsible for delivering case management services in women and girls’ safe spaces, the LWF Case Manger will provide PSS and case management support for women and girls in non-GBV cases and women at risk who disclose to them, LWF Case Manger conduct a group therapy and other sessions to their beneficiaries.

SPECIFIC DUTIES AND RESPONSIBILITIES

Case Management

  • Treat survivors and other vulnerable beneficiaries with respect, kindness and in a caring manner, always maintaining confidentiality and based on survivors’ needs and wishes.
  • Give survivors information about consequences of sexual assault, mandatory reporting regulations and help them identify their needs and options.
  • Develop action plans to address survivors’ physical, emotional, psychological, social, protection, and financial needs and provide follow up to ensure needed services are provided.
  • Work closely upon consent of the survivor with the health providers , Economic Recovery Development program, and cash unit as well as other referral partners on referrals to ensure holistic care of survivors,

Participate in case conferences, file reviews and any other meetings as required.

  • Conduct in-take and need assessments of each client
  • Provide individual PSS support, to women and girl’s at risk of GBV and GBV survivors and other vulnerable groups.
  • Provide group counseling, PSS groups (adolescents, Parenting, group therapy ….)
  • Provide referrals for beneficiaries in need of additional specialized internal mental health support and other required services.
  • Conducting home visits as needed, according to workplace procedures.
  • Establish and maintain collaborative relationship between LWF and other partners.
  • Any other duties as assigned by the supervisor.

Awareness-raising

  • Work closely with other LWF staff to sensitize community members on Protection and LWF services available within the LWF Safe Spaces in Zata’ari Zarqa and Irbid.
  • provide feedback on needs and gaps to community mobilizers and the wider LWF team.
  • Conduct initial assessment and service mapping in the targeted locations to ensure design and implementation of adequate services and coordination with other international and national actors.
  • Conduct initial assessments and community mapping to identify key CBOs, community leaders and potential women’s groups or other community initiatives supporting vulnerable women and girls
  • Conduct regular awareness raising sessions in Child friendly Spaces and schools initially identified and work closely with children, parents, teachers, schools’ counselors, and social workers.
  • Raise awareness on the SOP referral pathway for GBV services based on the needs assessment and capacity assessment of potential partners.

Documentation

  • Provide case documentation in line with safety, ethics and confidentiality.
  • Compile GBVIMS, and data reports monthly.
  • Provide a list of LWF beneficiaries for the satisfaction survey analysis on monthly basis
  • Prepare the success stories when applicable to be shared with the program manager for reporting issues.
  • Complete confidential incident report and all other case related forms.

Other Duties

  • Compile and prepare weekly / monthly reports and any other data as required by the senior officers and LWF Manager.
  • Attend trainings and assist in facilitating trainings as required.
  • Increase the quality of case management services provision by coordinating with other service providers in the referral pathway and attend UNHCR meetings.
  • Prepare for celebration on the international events/ campaigns such as 16 days of activism and international women’s day.
  • Facilitate youth initiatives to empower youth in community development.
  • Refer GBV cases for regular and emergency cash assistance.
  • Engage in meetings with other service providers when needed.
  • Any other task designated by the Team Leader, Program Manager and Technical advisors.
  • Conduct a high-quality individual case management assessment for each beneficiary reach to LWF Community Center. And refer them to the service provider by taking the high-quality referring mechanism in consideration.
  • Apply guiding principles in working with adult and children, being guided by the best interest of the child in all actions at all times.
  • Assess risks, needs and strengths and develop the appropriate response in consultation with the child and/or his caregiver(s).
  • Collaborate with beneficiary to plan, implement, monitor, and amend individualized services that promote beneficiary strengths, advance beneficiary wellbeing, and help beneficiary achieve their goals.
  • Design and roll out a case management questionnaire and database
  • Design and Update the Referral Matrix.
  • leads the protection activities as well as supervising IBVs within the community center.
  • Ensure quality implementation of the activities, in terms of following up, Reporting, documentation, and (communication -photos/success stories, etc) .
  • Conduct a high-quality protection course-based session, such as caregivers program, I-deal program, and ensure proper documentation, in addition to the community mobilization component.
  • Contribute to design, develop, and assist editing all protection manuals and the MEAL related tools in cooperation with the MEAL team and protection specialist.
  • Ensure – through clear weekly and monthly work plans – protection monitoring, field assessments, community-based activities, are carried out in the Community Center in a timely, effective, and technically sound manner.
  • Prepare and submit activity plans and reports to the team leader on agreed schedules and Provide verbal and written feedback to the management on progress, lessons learned, achievements and gaps, issues, and problems.
  • Work closely with the team leader and the program Manager to establish and maintain a communication link with working groups and stakeholders (SRAD, UNHCR, working groups, government, CBO's, etc.)
  • Promote collaboration among colleagues and organizations to enhance service delivery and facilitate beneficiary goal attainment.
  • Plan and conduct outreach programs and campaigns to inform about key events and coordinate the assessment of new beneficiaries.
  • Planning, organizing and implementation of trainings at the community level.
  • Any other duties as may be assigned by the Line Manager.

Professional Standards:

Requirements:

Essential:

  • 3-5 years relevant working experience
  • Relevant university degree in development, social work, case management
  • Relevant experience working as case management & referrals for an International Humanitarian Organization
  • Experience representing agencies at relevant Referral Meetings
  • Experience liaising with focal points in other agencies for referrals-case management
  • Strong knowledge of referral and case management procedures in the humanitarian sector in Jordan
  • Knowledge or previous experience in child protection, and/or GBV sector is preferable
  • Training and community mobilization skills in highly desired
  • Good to Very good command of English language skills required.

Skills:

  • Good interpersonal and team building skills
  • Strong negotiation skills essential with experience in conflict resolution desirable
  • Experience working with other NGOs and local partners
  • Excellent written and verbal communication skills
  • Strong liaison and diplomatic skills
  • Computer skills, in particular email, Microsoft Word and Excel.
