ORGANIZATIONAL CONTEXT

WFP’s Regional Bureau for the West and Central Africa (RBD), based in Dakar, Senegal, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 19 countries. The WFP West Africa region extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It consists; Benin Burkina Faso, Cameroon, Central African Republic, Chad, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, ,Nigeria Sao Tome and Principe, Senegal, Sierra Leone and Togo. The West Africa Regional Bureau (RBD) is based in Dakar and provides strategic guidance, technical support, and direction to country operations in these countries. The Resilience and Livelihood Unit under RBD ensures that “resilience” is conceptualized and operationalized within a WFP context. The unit is responsible to coordinate WFP’s programme, technical and strategic work on livelihood assets creation and synergies with hunger-related safety nets including providing guidance material and direct support to country operations, including capacity development.

JOB PURPOSE

The Climate Finance officer will provide support to programme activities and operations that effectively build resilience to climate shocks in contexts affected by recurrent food insecurity and climate change impacts. Specifically, under the Climate Programme and Policy Officer, the job holder will support RLU in all efforts related to climate financing programming. In particular, the Climate Finance officer will support ongoing initiatives focusing on climate change, support the coordination and provide inputs into the development of proposals, trainings for country offices and the development of knowledge and learning materials.

KEY ACCOUNTABILITIES (not all-inclusive)

The job holder will support the following duties:

• Support the RBD Climate finance portfolio
o Provide ongoing support to Country Offices (COs) in the West and Central Africa region for the development of new project proposals, including through support missions and research, in close coordination with the Climate Finance team (PROC) in HQ;
o Review and provide inputs into draft proposals, including proposals for the Global Climate Fund (GCF), the Adaptation Fund, and any other climate-related fund or donor.
o Ensure alignment with donors’ requirements and provide guidance on specific templates;
o Ensure technical soundness by providing technical inputs where appropriate and by liaising and coordinating with functional sections and units to ensure effective internal collaboration between RBD/HQ programme and functional focal points (e.g. SAMS, FFA, Energy, Gender, M&E, RAM, Environmental & Social Safeguards, etc.);
o Monitor developments in the area of climate finance to identify funding opportunities for WFP’s work in West and Central Africa region and summarize conditions/provide advice to staff in RBD and Country Offices;
o Help prepare briefs and other informative materials to support fundraising and partnership on climate change.

• Provide technical support to Country Offices
o Provide project implementation support for climate change initiatives to COs including capacity building, regular advice, and follow-up on reporting, monitoring and evaluation, identify potential risks/challenges to timely implementation of activities and support troubleshooting including through field missions and by liaising/coordinating with RBD/HQ programme and functional focal points;
o Support COs with recruitment of climate-related expertise, including inputs into ToRs and support/participation in the recruitment process for project staff as required;
o Provide inputs into policy/strategic documents as requested (i.e., country strategic programmes, UNCT documents, climate change strategies, etc.).

• Support RBD with any additional duties on climate change as requested, including:
o Drafting briefs, talking points and other relevant materials ahead of meetings as necessary.
o Drafting of knowledge management products.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in one or more of the following disciplines: Environment, Development studies, Social Sciences Climate Change, Climate financing, Agriculture and rural development or related OR First University degree in the same fields with additional years of related work experience and/or training/courses.

Experience: Three (3) years of postgraduate professional experience in programming and designing programmes at global/regional/national levels for enhanced resilience and livelihoods, climate adaptation, disaster risk reduction, social protection, partnerships or other related fields OR five (5) years or more of postgraduate professional experience for holders of a first level university degree.

Language: Fluency (level C), both written and oral, in French and English is essential.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Exposure to and experience in humanitarian and/or development fields; experience in fundraising for complex programmes; ability and experience in the coordination of intersectoral discussions, promoting integration and complementarity.
  • Strong knowledge of climate change issues and climate change adaptation approaches particularly frameworks, strategies and tools for implementation.
  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook) and experience in using geographic information systems as well as publication software (e.g. MS Publisher) is an advantage.
  • Excellent written and oral communications skills.
  • Excellent ability to plan and organize work programmes.
  • Excellent mentoring and coordination skills with staff and partners
  • Excellent cognitive/analytical skills with ability to analyze complex problems and proactively implement workable solutions.
  • Strong capacity to conceptualize issues, think in abstract terms and analyze numerical data.
  • Strong ability to extract pertinent information from relevant sources.
  • Strong ability to actively seek information and opinions of clients to understand their requests and identify needs and expectations.
  • Excellent interpersonal skills with ability to work harmoniously with people of different national and cultural backgrounds.
