ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

WFP Mozambique, with the contribution from Japanese and in line with the Country Strategic Plan, will provide food assistance to the affected households in the districts of Chigubo, Guijá, Mapai and Chicualacuala, most affected districts of Gaza Province from August 2022 to March 2023. The position plays a vital role in leading the monitoring, evaluation and reporting processes of the drought response including working in close collaborations with other functions at the sub office for effective and efficient implementation of the intervention. the position will directly report to the Programme Associate – Drought Response with technical line linkages with M&E unit at Country Office level. The incumbent will be responsible to spearheading delivery of quality evidence generation of the sub office programmes. To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

STANDARD MINIMUM QUALIFICATIONS

Education: Degree of recognized university in Social Sciences, Agriculture, or a related field.
Knowledge & Skills:
Ability to work in multi-functional team (WFP, cooperating partners, local authorities), and establish effective working relation with person of different national and cultural backgrounds.
Good knowledge of Microsoft Office.
Good knowledge of statistics and experience working with statistical- and/or data collection software such as SPSS, Stata, ODK, and/or others.
Demonstrated capacity/hands-on experience in capacity building of field staff is desirable.
Good analytical-, problem solving-, and report-writing skills, and ability to communicate ideas clearly both orally and in writing.
Language: Fluency in both oral and written communication in Portuguese and English.

KEY ACCOUNTABILITIES

1. Process (activity) monitoring: Support with ensuring field monitors implement on-site distribution monitoring as per CO guidance for distribution monitoring.
2. Process (activity) monitoring: Support with ensuring field monitors implement on-site Relief and FFA monitoring as per CO guidance for Relief and FFA monitoring.
3. Process (activity) monitoring: Support with ensuring field monitors implement Relief and FFA monitoring
4. Process (activity) monitoring: When possible, conduct spot-checks during distributions and other programme activities to make sure minimum monitoring requirements are being adhered to.
5. Process (activity) monitoring: Support the mechanisms for beneficiary feedback in liaison with the cooperating partner (e.g. hotline, suggestion box, etc.).
6. Output monitoring: Support with providing standard trainings for cooperating partners on WFP operational practices in general, and, in particular, on output monitoring tools and methods in order to support partners to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
7. Output monitoring: support with consolidating and reviewing distribution reports and invoices from Cooperating Partners on a monthly basis.
8. Output monitoring: support data entry into COMET implementation module to help track implementaiton of the program cycle (partnerships, FRNs, distribution reports, monthly data etc.).
9. Outcome monitoring: In coordination with the country office, support with the the roll out of outcome monitoring surveys (including baseline and endline surveys), providing adequate training and guidance to Xai Xai sub-office staff and lead on disemmination of reports, findings at SO level.
10. Partnerships: support outreach to cooperating partners to gather feedback and comments to support programme reviews and improve services. Support in
11. Reporting: Review reports from partners and internal staff; compile monthly sub office situational reports about the Sub Office programmes and operations
12. Provide regular updates/information on monitoring activities, beneficiary numbers, other output information into Country Office level SitReps, donor proposals and donor reports while working in close collaboration with Country Office Partnerships unit.
13. Identify and recommend to Sub Office management, areas of enhancement for effective and efficient implementation of programmes from M&E persepective.
14. Compile SO briefs, provide inputs in the CO news letter and SO factsheets.
15. Capacity Building: support in capacity building of the field monitors and coordinate their workload (under drought response).
16. Follow set emergency response processes and procedures for emergency food assistance.
17. Perform other related duties as required in the Sub office area of operation.
