ORGANIZATIONAL CONTEXT
WFP Yemen CO seeks candidates of the highest integrity and professionalism who share our humanitarian principles.
The VAM unit in the WFP Country Office Yemen undertakes food security and economic analysis in order to inform strategic and operational decision making. Food security analysis reflects GIS based analysis and often uses maps to communicate analytical results or complex matters. In addition, other divisions and units in the Country Office request maps to visualize topics related to their areas of work in order to communicate outputs, visualize challenges and help decision making. For that reason, the VAM Unit in Yemen CO seeks qualified candidate to join the VAM team as VAM Programme Assistant (GIS/Mapping). The GIS Assistant will be responsible for collating and organizing datasets; performing GIS analysis and producing high-quality maps and infographics used for both country-specific analysis.
JOB PURPOSE
To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the VAM Officer, the VAM Assistant (GIS) will be responsible for the following tasks:
- Assemble and maintain appropriate food and nutrition security indicators for Yemen
- Provide assistance in ensuring that rigorous quality data standards are maintained by the WFP Yemen VAM Unit.
- Conduct in-depth analysis of data derived from remotely sensed images and prepare relevant visualizations using GIS software packages.
- Maintain and manage the Geographic Information System (GIS) datasets for VAM Spatial Data Infrastructure, using updated administrative geo data approved by the government and the UN team.
- Support the design and production of different thematic maps for VAM and other units, using relevant and updated datasets that graphically represent geographic patterns of food insecurity and vulnerability from emergency needs assessments, climate change and other thematic areas of analysis.
- Provide technical GIS support to the design and implementation of WFP Programmes – with particular emphasis on targeting of food assistance based on geographical or socio-economic criteria.
- Direct liaison with VAM clients/partners to explore and identify their GIS needs and develop appropriate GIS products and exchange the experiences related to GIS and mapping.
- Initiate and lead GIS products and mapping exercises to support the broader humanitarian needs.
- Support the design, implementation and maintenance of a suitable and scalable online data repository platform and dashboards for disseminating and visualizing food security results, hazard maps and associated information using Tableau and other software.
- Support CO assessments; including the development of assessment tools, sampling, trainings, monitoring of data collection and other duties as required.
- Support key VAM activities, such as the annual Food Security and Livelihood Assessment, the Integrated Phase Classification analysis for Yemen.
- Provide technical support, including capacity building, to Country Office staff, Area Offices and National Government counterparts, NGOs and other partners, as required.
- Any other tasks as required.
STANDARD MINIMUM QUALIFICATIONS
- Education: Completion of secondary school education. A post-secondary certificate in the related functional area. A degree in Design, Fine Arts or related field is desired.
- Experience: Five or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.
- Language: Fluency in both oral and written communication in Arabic & English languages
- Nationality: Yemeni National / valid work/residency permit holders only.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Technical Qualifications and skills:
- Strong commitment towards expanding GIS analysis within Yemen CO, to support situation analysis as well as food security forecasts
- The ability to collect the necessary coordinates from the field (if required) for WFP activities and sites and reflect them on geographic / thematic maps.
- The capacity to Identify, gather and incorporate external GIS datasets into the VAM data repository.
- The ability to produce sectoral admin maps, as well as vector/satellite maps.
- Minimum knowledge and practice of remote sensing techniques and data analysis.
- Proficiency in using all categories of GIS and web applications, such as ArcGIS, QGIS, ArcGIS Desktop, Hexagon Geomedia, Mapinfo, Global Mapper …etc, and hands-on experience with essential MS packages; including Word, Excel, Power point and Access.
- Experience in using data analysis and visualization platforms, such as Tableau, Bi Power ..etc.
- Experience in GIS data management
- Self-motivated and an effective team player
