ABOUT WFP

The United Nations World Food Programme (WFP) is the largest humanitarian agency fighting hunger in the world. Its mission is to help achieve the goal of Zero Hunger. Every day, WFP works to ensure that no child goes to bed hungry and that the poorest and most vulnerable, especially women and children, have access to the nutritious food they need.

WFP's Strategic Plan for Benin for the period 2019-2023 is aligned with the 2030 Agenda for Sustainable Development, the Government's National Development Plan for 2018-2025, the United Nations Development Cooperation Framework for Benin for 2019-2023. It also takes into account the recommendations of the 2018 Zero Hunger Strategic Review, as well as evaluations and lessons learned from previous programs. It focuses on four areas:
– School feeding through a nutrition-sensitive integrated multisectoral approach (with links to social protection, education, health, agriculture, hygiene and sanitation) and based on local products, to promote local food production and support small-scale farmers, especially women ;
– Nutritional assistance, with a focus on preventing malnutrition, including micronutrient deficiencies, among children and pregnant and lactating women and girls;
– Institutional capacity building and knowledge capitalization;
– emergency preparedness and assistance to affected populations during and after crises.

WFP works with the Government, other UN agencies, other international organizations, non-governmental organizations (NGOs) and private sector companies to mobilize resources, find innovative solutions and reach vulnerable communities in Benin. To this end, following the diagnostic study on the root causes of malnutrition in the Communes of Karimama and Malanville in 2020, it has formulated a joint project with UNICEF, under a partnership agreement signed in August 2021, to address these root causes through an integrated approach. A second project under this agreement integrates school feeding, as well as awareness-raising on girls' schooling and advocacy on water supply in schools with canteens in the Departments of Atacora, Alibori, Borgou and Zou. In addition, WFP is working on a Nutrition Strategy and a Social Protection Strategy to consolidate the framework of its interventions. It is planned to recruit a Nutrition Consultant for a period of 6 months to support these different activities.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Nutrition or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • At least five (5) years of progressively responsible professional experience in food safety and nutrition in the context of local grown food commodities. Experience in building strong external relationship. The ability to coordinate multi-stakeholders is a multi-cultural environment is an important asset.

Knowledge & Skills:

  • Proven ability to conceptualize, develop, plan and manage programmes, leadership and teamwork abilities, good analytical, negotiation, communication and advocacy skills,
  • Strong technical, analytical, research (particularly qualitative research) and programmatic skills in food safety and nutrition.
  • Proven capacity to manage multi-disciplinary and multi-cultural teams.
  • Solid oral and written communication skills, including the ability to effectively communicate through multiple mediums (e.g. policy, advocacy messaging, reporting, training).
  • Team spirit and excellent interpersonal relations.
  • Knowledge of the UN system, including food safety-related mandates is an asset.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

  • school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
  • nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
  • institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
  • assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

WFP is partnering with the Rockefeller Foundation (RF) for 2.5 years (September 2022- February 2024) USD 10 million programme, titled ‘Catalyzing good food through school feeding and food-based programs. The overarching goal of this project is to improve the nutritional quality of diets, food-based safety net sustainability, equity of national food systems, and positive economic impact for local communities. This will be achieved by leveraging institutional food procurement mechanisms, strengthening supply chains, and influencing healthy eating behavior through food-based programs, primarily school meal programs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Consolidate and analyse data for the development of a Country sourcing strategy of locally grown food, in line with the Local and Regional Procurement Policy and Interim Guidance, including the identification of realistic multi-year targets for different types of procurement modalities and contracts
  • Contribute to the Fill the Nutrient Gap (FNG) analysis to determine fortification priorities and opportunities for menu optimization,
  • Demonstrate / pilot school optimized menu from local sourcing in 30 schools reaching 5000 students
  • Develop a documentation on best practices and evidence of success of nutrition activities
  • Develop and disseminate SBCC for Nutrition and Healthy Local Foods,
  • Contribute to the capacity building to school cooks and menu optimization
  • Contribute to the value Chain Analysis to map potential for local sourcing,
  • Contribute to the development of a road map for the Government of Benin on how to integrate local sourcing and options for filling the nutrient gaps
  • Other as required
