ORGANIZATIONAL CONTEXT

Climate change, economic uncertainties, new health and food shortages are happening in a way that raises considerable concern. There are gender vulnerabilities to disasters that do not emanate from a single factor, but reflect historically and culturally specific patterns of social institutions, culture, and personal lives. Gender equity plays a key role in building resilience and adaptation paths in disaster risk management. The Government of Mozambique has established the National Institute of Disaster Management (INGD), the agency responsible for coordinating and directing the implementation of disaster risk management programs in the country, in order to improve and safeguard the quality of life of Mozambicans, especially those vulnerable to disasters.

The Ministry of Gender, Child and Social Action is the central body of the State which, in accordance with the principles, objectives, policies and priorities defined by the Government, directs and coordinates the implementation of gender, child and social action policies in the country. The Ministry of Agriculture and Rural Development has a Gender Strategy for the Agrarian Sector (EGSA) that represents the commitment of the Ministry of Agriculture and Rural Development to promote gender equality in the agrarian sector and combat discrimination on the basis of sex, contributing to the consolidation of a fairer and more balanced system that has a strong impact on society.

In partnership with UN Women and with technical assistance from the United Nations Development Program, INGD adopted the Strategic Gender Plan of the National Institute for Disaster Management (2016-2020) INGC, with the aim of strengthening its capacity in the process of gender integration in Disaster Risk Management and Adaptation to Climate Change in Mozambique.

Based on this, the Government of Mozambique, through INGD and the Ministry of Gender, with financial and technical support from ARC, will hire a Consultant who will support gender integration in ARC's Disaster Risk Management program, conducting a gender analysis that will be used in the implementation of the ARC programme in Mozambique. Gender analysis should include a Plan of Action whose activities should incorporate climate adaptation measures that may include access to water, increase resilience and empowerment of women affected by disasters in resettlement sites, as well as disaster risk areas, increase access and opportunities for households especially the most vulnerable and to identify public infrastructure, projects and partners who are interested in the development of climate-friendly income generation actions.

JOB PURPOSE

The ARC programme began in 2019, with the signing of the Memorandum of Understanding (MoU) between ARC and the Government of Mozambique, represented by the Ministry of Economy and Finance (MEF). The aim of this MoU was to define the impact of Extreme Meteorological Events in Mozambique, including technical support to be provided by the ARC Agency to national experts working on disaster risk management and financing, as well as on training government staff and other efforts in support of the country's objectives.

In order to monitor the implementation of the ARC program in Mozambique, two levels of supervision were designated, namely a Ministerial Supervision to be ensured by the Ministry of Economy and Finance, with the responsibility of identifying the appropriate parties for the financing of the premium required for the taking of ARC Insurance, Limited, and a Program Supervisor provided by the National Institute of Disaster Risk Management and Reduction (INGD), as the government institution that is operationalizing the ARC Program in Mozambique. The Government Technical Working Group (TWG) consists of representatives of government institutions and relevant partners (INGD, SETSAN, DNGRG, IIAM, MADER, EMOSE, MEF, ISSM, INE, MTA, INAM, INAS, EMU and PMA), who in addition to participating in the process of customization and validation of Africa RiskView, Contingency Planning and Risk Transfer for the Mozambican context, serves as the government's technical consultation body for decision-making in all matters inherent of the ARC Program in Mozambique.

By the end of 2019, ARC offered the parametric model that covered drought situations and the tropical cyclone insurance model was made available in 2020 and is still in its testing and socialization phase by the TWG for further technical opinion on its consistency and robustness taking into account the real conditions of the country.

According to the MoU, it is expected to identify the risk profile in Mozambique, the installation of a computer platform for Risk and Disaster Management and promotion of training of the Technical Working Group (TWG) on Risk Management and appropriation of the Africa Risk View (ARV) tool, in order to transfer the management of the risk portfolio to ARC and payment of an insurance premium.

COMPETENCIES

• Proven experience in conducting research and analysis in the area of gender equality and at least in a related area, including DRM, mitigation and/or adaptation to climate change, environment and/or sustainable development.

• Experience or strong familiarity with the work of WFP and/or other multilateral, bilateral and civil society development partners.

• Excellent analytical, writing and communication skills.

STANDARD MINIMUM QUALIFICATIONS

  • Master's degree in one of the following areas: gender, DRM, climate change, environment, sustainable development or comparable academic qualification.
  • At least ten (10) years of relevant professional experience at national and international level of gender integration in development projects and policies, especially in the development of training manuals for gender integration in at least one of the related areas including DRM, environment and/or sustainable development.

WORK DURATION AND RESULTS

  • The consultancy will be carried out from January to February 2023.
  • The consultant must provide and submit the Gender Analysis Report after 15 Working Days.
  • Validation workshop – 5 Working Days (preparation, workshop and report).

WORKPLACE, TRAVEL AND INSTITUTIONAL ARRANGEMENTS

Workplace: Mozambique

• The consultant will have access to the relevant information necessary for the execution of the tasks of this consultancy.

• The consultant will be responsible for his/her own equipment and means of work (computer, internet, mobile phone, printer, and must have access to the internet connection.

• The consultant should be available for consultation and with an e-mail address for contact at times in accordance with ARC working hours.

• The consultant shall carry out his/her tasks under the direct supervision of the Head of Gender Unit and with general guidance from the Country Engagement Manager of the ARC programme in Mozambique.

CONTRACTUAL INFORMATION

This is a national consultant contract on SSA WAE beginning January 2023 to February 2023, with 20 billable days to conduct a gender analysis and gender action plan as part of the implementation of the African Risk Capacity gender strategy. The position will be paid in local currency.
