Purpose of Activity/Assignment: This 11.5-month consultancy will provide high quality technical assistance and support to the planning, implementation and quality assurance of multiple UNICEF supported education programmes. The consultant(s) will work closely with the UNICEF Education and Social Protection sections, the Ministry of Education (MOE) and other partners to provide technical expertise to the implementation of education programmes. National consultants will co-construct and deliver professional development for school supervisors, principals, teachers, Syrian Assistant Teachers and Makani facilitators for online and face to face use. Professional development for these multiple stakeholders will take the form of delivering training (online and in person), delivering workshops, executive coaching and mentoring, observing lessons and providing feedback and working with professional communities of practice.
National consultant/s will also take a lead on preparing teaching and learning materials including for curriculum and assessment for use by teachers in schools and facilitators in Makani centres. This may involve reviewing lesson plans, preparing padlets (web-based materials). At times National consultants will be expected to be able to teach children in order to trial the resources and professional development that has been developed as part of this consultancy. UNICEF will provide professional development for the consultants on the specific program materials so they can fulfil this role
Programmes consultants will contribute to: The professional development for teachers, the Reading Recovery Programme (RR) Learning Bridges (LB), Accelerated Learning Programme and the Early Literacy programme. These programmes are implemented in formal schools and Non-Formal Education (NFE) Centers in camps and host communities and in are in response to Jordan’s Emergency During Emergencies Response plan and Education Sector Plan.
Scope of Work: Jordan country office (JCO) is working with MOE and partners to strengthen school leadership through a team working approach to improve learning outcomes for all students including those who are vulnerable and have disabilities.
JCO is also supporting the MOE to recover children’s learning during and post COVID19 with the development of a number of programmes designed to accelerate and recover learning. The consultant(s) will provide technical support to the delivery of these programmes through various activities outline in the Education Section’s workplan. These are discussed in the paragraphs that follow.
How can you make a difference?
Reading Recovery Programme (RRP) and Early Grade Reading programme (EGR): It is globally recognized that children who cannot read fluently are more likely to drop-out of school, more likely to have challenges accessing the curriculum and difficulty in successfully progressing in schooling and into employment. Jordan’s Ministry of Education (MOE) Early Grade Reading Assessment (EGRA) results and recent screening results shows over 50 per cent of learners in grades 3 to 6 are not reading with understanding. To address the reading difficulties children face, UNICEF is working with the MOE to pilot RRP and EGR in schools and NFE centers in Syrian Refugee camps.
Professional Development: Effective school Leadership is critical to improving the learning environment and ultimately learning outcomes in schools. This programme will build the capacity of schools to implement the school vision and solve problems as they arise. Professional Development will support schools to plan effectively to improve learning outcomes in CORE subject, include students with a vast range of needs and support schools to manage attendance through providing outreach and positive engagement activities.
Learning Bridges (LB): The Jordan Country Office is supporting the Government of Jordan to recover children’s learning during and post COVID19 through the Learning Bridges initiative. LB is a national blended learning programme with a set of learning materials that supports grade 4-10 childrens learning during and after school closures. The programme also includes continuous professional development for teachers. The consultant (s) will support the following LB activities:
Accelerated Learning Programme: The JCO has redesigned the Learning Support Service delivered through 140 Makani community centres. Originally designed to support Syrian children that were out of school, the program has now been adapted to provide learning support for in-school children to address low achievement in mathematics and Arabic language
Specifically, the consultant will;
• Attend professional development sessions to develop their skills and develop professional development activities for Syrian Assistant Teachers and teachers in schools.
• Review lesson plans and pupil learning materials (RR, ALP, LB), contributing to the finalisation of lesson plans and learning materials including padlets for RR, ALP and LB
• Prepare professional development materials working closely with international consultants (School Improvement, ALP, RR, LB), contributing to creation of powerpoints, story boarding, MOE templates completed for authorization, films and photographs, facilitators handbooks
• Make regular visits to schools to provide training, coaching and mentoring, reporting on a monthly basis
• Support implementation of RR, ALP and LB through school and Makani centres through classroom observation, workshops, mentoring and coaching). Undertake regular visits to provide support to the implementation and document in monthly report
To qualify as an advocate for every child you will have…
- Education: A bachelor's degree in a school national curriculum subject (Arabic, English maths, science, humanities or arts) (essential). A masters/post-graduate qualification in education (curriculum subject, research, assessment, school administration, management or leadership (desirable)
- Experiance: At least five years experience of teaching students within the range of 5 to 18 years in a school national curriculum subject. (Arabic). At lest 5 years of experience of working as a teacher of children with disabilities and learning needs (Inclusive Only. At least 2 years experience of pre or in-service teacher training
- Knowledge of the Jordanian public education system
- Demonstrated experience of preparing learning materials including lesson plans, developing materials for teacher professional development
- The ability to use technology for education purposes
- Excellent skills of communication including being able to work as a team with a wide range of stakeholders
- Experience of working with school leaders is desirable
- Fluency in English & Arabic is required.

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
