WFP IN DJIBOUTI
WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review.
Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:
To provide employment equitably for women and men in the most vulnerable households; and
To use safety nets to ensure access to assistance that meets basic needs, including for food security.
ORGANIZATIONAL CONTEXT
WFP Djibouti is looking for a Logistics Officer with experience in Logistics Contracting and Bilateral Service Provision to support WFP operations in Djibouti. As part of the Country Strategic Plan 2020-24 WFP aims to promote service provision activities and contribute build local capacities and optimize synergies between the strategically located Humanitarian Logistics Base (HLB) and the development of Djibouti logistics infrastructure.
JOB PURPOSE
The incumbent will be required to supervise the different Bilateral Service Provision (BSP) and Logistics Contracting activities undertaken at the HLB in the context of the CSP 2020-24, helping with the implementation and management of the BSP and Logistics Contracting activities, acting as a focal point for prioritizing effectively. Under the direct supervision of the Djibouti Head of Supply Chain, the Logistics Officer will be responsible for the following duties:
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
2. Contribute to the planning and implementation of BSP and Logistics Contracting activities, initiatives, and services to ensure a timely, cost-effective, and integrated approach and in close cooperation with key supply chain stakeholders.
3. Perform analysis and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of BSP and Logistics Contracting activities within the area of responsibility.
4. Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts, partners (Humanitarian communities) and to share operational knowledge contributing to coordinated and cost-effective supply chain operations.
5. Provide technical contributions to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
6. Support the management of BSP and Logistics Contracting operation in compliance with the established supply chain strategies, policies, procedures, and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
7. Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain.
8. Manage the different BSP and Logistics Contracting activities at the HLB.
9. Contribute to the implementation of the strategies and management of the BSP and Logistics Contracting activities.
10.Guide and supervise junior staff, contribute to their technical skills’ development, acting as a point of referral and supporting them with more complex analysis and queries, and coordinate to ensure individual and team objectives are achieved.
11. Participate in the development of further improvements in procedures (SOP) in the relevant area of responsibility.
12. Work on the BSP Strategy revision and implementation as appropriate
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree (Master's or equivalent) in Transport, Logistics, Procurement, or any other related field combined with 3 years of relevant work experience
or
First University degree (Bachelor's or equivalent) with 5 years of years of relevant work experience
Experience: Relevant experience is described as experience in Supply Chain and Logistics activities.
Languages: Fluency in English & French languages (Read, write, and speak) is required.
Knowledge and Skills: Behavioral competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
Ability to plan and organize the work and to meet strict deadlines.
Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook)
