ORGANIZATIONAL CONTEXT
The current WFP Country Strategies Plan (CSP) for Madagascar (2019-2023) will finish in 2023. To facilitate the internal process, a first draft of the new WFP 2G CSP for Madagascar (2023-2029) is to be finalized in the second quart of 2023. To prepare this new CSP a series of strategic hight level of consultation will need to be conducted before the visionary workshop with government count part, UN partners, and other relevant stakeholders. Importantly, the incumbent of this position will be responsible to write up some paper, before the pre-visionary and visionary workshop. The consultant will be report directly to DCD.
KEY ACCOUNTABILITIES (not all-inclusive)
- Consultant with Head of Programme, Head of M&E/VAM, activities manager to identify all major government and UN partners, and other relevant stakeholders, that the WFP Madagascar Country Office should ideally consult in developing the new 2G CSP.
- Consult with the thematic group team leader and Heads of Field Offices to develop a plan for soliciting inputs from Field office and their regional government counterparts for the new CSP.
- Conduct an assessment on the implications of the government locally/regional during the implementation of activities early of 2022 for WFP, specially with WFP implications on the different interventions.
- Set up a plan for Country Office management, Field office management, and relevant activity managers to meet with the different partners and stakeholders.
- Facilitate discussion between CO and Field Office on the one hand and national partners, UN partners, and other relevant stakeholder on the other hand.
- Facilitate the pre-visionary and visionary workshop.
- Ensure a repository is available for management, thematic group team leaders the “CSP writer” where notes for the records are available of the different consultations that have been conducted.
- Discuss with the ‘’CSP witter’’ how the outcomes of the different internal and external consultation can best be considerate in CSP document.
- Performance other related duties as required.
DELIVERABLES AT THE END OF THE DUTIES
The main responsibilities are to ensure that a series of consultation with relevant partners and stakeholder are held at the right level, both in the capital and field, to wrap up concept notes from each consultation, to help inform the strategic orientation for WFP’s new CSP.
QUALIFICATIONS
Education:
Advanced University degree of recognized university in Economic, Public Administration, Social Sciences, or related field.
EXPERIENCES REQUIRED
- A minimum of 5 years of progressively responsible experience in political analysis, policy and planning, national and international development, peace and security, conflict prevention or human right, etc.
- A minimum of 5 years to work in working for the government and ONGs, UN in Madagascar at the highest level.
- A minimum of five years of experience leading a multi-stakeholder strategic and planning exercise in the areas of international development and political affairs like conflict prevention, gender, etc.
- Experience in priority-setting, forward planning and strategic analysis is required.
- Experience in analysis and planning for UN development and /or emergency response efforts is required.
- Experience with the preparation of political analytical reports, background papers, and organization meeting is required.
KNOWLEDGE & SKILLS
- Demonstrated integrity in accordance with UN standard values and ethics, to support the vision and mission of the UN and support the achievement of WFP’s strategic objectives.
- Teamwork-strong interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethic environment with sensitivity and respect for diversity.
- Planning and organizing, ability to manage, organize, plan and execute tasks in setting priorities and work under pressure to meet frequent and tight deadlines.
- Communication-Strong skills in oral and Witten communication.
- Analysis- Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources to inform strategic planning and programme development.
- WFP programme knowledge- Ability to interpret basic data in the context of WFP specialized fields.
Languages: Fluency in French and English.
