BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The WFP West Africa region extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It consists of 19 countries; Benin Burkina Faso, Cameroon, Central African Republic, Chad, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, ,Nigeria Sao Tome and Principe, Senegal, Sierra Leone and Togo. The West Africa Regional Bureau (RBD) is based in Dakar and provides strategic guidance, technical support, and direction to country operations in these countries.

In September 2017, the World Food Programme (WFP) established the Risk Management Division (RMD), which helps to establish a systematic and disciplined approach to identifying and managing risks throughout WFP that is clearly linked to the achievement of its strategic objectives. The Risk Management Division (RMD) aims to strengthen, embed, and achieve continuous improvements in risk management, internal control and compliance, oversight reporting, anti-fraud & anti-corruption measures and donor review management throughout WFP. The RMD also provides functional leadership to a network of Risk and Compliance Advisors (RCAs) located in its different Regional Bureaux.

In West & Central African Regional Bureau in Dakar, Senegal, a Senior Regional Risk and Compliance Advisor provides leadership and strategic & policy guidance and technical & operational support to Risk and Compliance Officers in the region. In order to expand its over-sight function to WFP operations, WFP RBD is seeking to build a roster of consultants ready to be deployed at the regional or mainly country level when opportunities become available.

As Risk and Compliance Consultant you will provide advice and specialized support in the establishment of effective risk assessment and risk management activities; application of controls and compliance with policies and procedures; and contribution to the overall effectiveness of operations and optimization of WFP resources by championing the mainstreaming of WFP’s risk and compliance framework. You will also be responsible for the Key accountabilities listed below. These Key Accountabilities are advertised at consultant level III, and they will be a basis upon which to determine which applicants could be considered at the lower level II.

JOB PURPOSE

A Risk and Compliance Officer provides advice and specialized support in the establishment of effective risk assessment and risk management activities; application of controls and compliance with policies and procedures; and contribution to the overall effectiveness of operations and optimization of WFP resources by championing the mainstreaming of WFP’s risk and compliance framework.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Ensure risk assessment is embedded in planning and decision making through monitoring of key risk appetite metrics and risk indicators, and regular updating of risk registers, including progress towards implementing the risk mitigation actions.
  2. Provide specialised advice to RB and CO management and staff on risk & compliance issues and on maintaining an effective internal control environment to support operational efficiency.
  3. Provide assistance and advice to ensure that the use of all WFP resources is in conformity with approved CO strategic plans/project plans, WFP rules and procedures, and donor funding agreements.
  4. Provide advice and promote enhancement and/or initiate establishment of adequate internal control systems with clear accountabilities including performance and risk management systems, monitoring and oversight processes and support their implementation.
  5. Develop and/or contribute to the development of compliance Standard Operating Procedures (SOPs) by 1st Line of Defense colleagues for managing the risk and compliance process, including criteria for conducting risk and compliance missions, training materials and modules, etc. following the international best practices.
  6. Facilitate periodic and ad hoc risk assessments led by relevant managers in regional, country and field offices to: identify and assess risks, evaluate effectiveness of the internal controls, assess the potential for fraud and corruption in operational activities. Recommend appropriate actions to the relevant units or management level and contribute to corporate learning.
  7. Review and challenge risk management effectiveness across the office and all aspects of WFP’s operations.
  8. Support managers in their fact-finding reviews and fraud risk assessments. Collect and analyse data on fraud incidents, fraud risk metrics, and fraud risk appetite, provide training in AFAC standards.
  9. Promote accountability across functional units, prepare comprehensive reports summarising the status of compliance of internal controls, key oversight themes, and using risk information (e.g., risk indicators, incidents) to highlight areas out of risk appetite and formulate sound recommendations on required actions in areas of risk & compliance vulnerability.
  10. Support managers in analysing, preparing, and sharing risk information with external stakeholders to contribute to UN system-wide engagement and collaboration with donors and partners
  11. Assess information/training needs and prepare and deliver training programmes or information sessions for colleagues and partners in RB or CO to enhance understanding of risk management and compliance with WFP policies, rules, regulations, and procedures.
  12. Provide guidance, support and technical advice to Risk and Compliance Advisors/Officers in the region/country ensuring effective capacity building.
  13. Demonstrate leadership and functional skills by effectively leading a team and building staff capabilities for high performance results.
  14. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  15. Other duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Business/Public Administration, Finance, Accounting, International Development, Commerce or other relevant field, or First University degree in the same disciplines with additional years of relevant work experience and/or training.
Experience: At least eight (8) years for level III and five (5) years for level II; of relevant progressively responsible professional experience in leading, undertaking and/or contributing to risk management activities, including assessing and recommending effective internal controls and mitigation actions, in various organizations that use modern enterprise risk management frameworks, techniques and systems.

Languages: Fluency (level C) in both written and spoken English and French.

TERMS AND CONDITIONS

  • All applications received will be reviewed and go through a selection process to assess relevant experience and qualifications. Based on the assessment results, successful candidates will be placed in a roster at consultant level II and level III. Applicants who meet the selection criteria may be contacted for further interviews or assessments and to confirm their continued interest and availability for short-term opportunities ranging between 1 to 11 months.
  • The roster validity is for a period of 24 months from the date on which the candidate is notified of their success.
