Permit Engineer (Off plot Permits )
Job Description
About this role:
- Provide inclusive and timely guidance to the Asset Operators / Business Partners about the requirements for the off-plot developments and facilitate required support to them. Ensure all required documents/drawings for the technical approval of off- plot developments/TSF/Laydown areas furnished by the Asset Operators / Business Partners for review and approval to ensure its compliance with applicable Company statutory regulations, procedures, guidelines and standards.
- Review and distribute all transmittals received through ECM/email/PDMS for review on daily basis, to all review engineers/sections for routing/marking. Preliminary review of drawings/documents to ensure corridor routing and crossing matrix are as per land lease agreement and approved corridor.
- Review transmittal status and send reminders to the reviewers for comments/concurrence/approvals to expedite action to meet KPI target.
- Coordinate review and approval process of all technical submissions of off-plot developments related to the compliance function requirement (new projects and maintenance activities). Obtain comments/concurrence/approval/reply letters from respective discipline engineers from various sections/departments and review for correctness and forward to Management for approval and issue. Ensure the approval/reply letters are prepared by the respective review Engineers in line with the technical requirements as per guideline.
- Check (completeness of submission), concur, renew / route the Permit to Work (PTW) applications to the respective reviewers for comments/concurrence for all activities carried out in off-plot common areas (other than Asset Operators permanent fenced areas within) by Contractors / Asset Operators / Business Partners as per PTW requirements.
- Conducting/attending interface review meetings, progress review meetings with Asset Operators / Business Partners on daily/weekly basis.
- Update weekly/monthly status reports for Asset Operators / Business Partners projects with data like transmittals actioned, under review, project progress, interface issues etc. to report to higher Management based on the details obtained.
- Organize and conduct joint site inspections to assess existing site conditions to facilitate Asset Operators / Business Partners/Company Projects to prepare technical submissions in order for approval.
- Resolve interface and technical related issues and develop/recommend appropriate solutions in consultation with other discipline engineers.
- Conducting/arranging joint site inspections to sort out site issues, preparing check list points on completion of projects for liquidation with respect to closing of PTW
What you need to bring:
- Internationally recognized bachelor's degree in engineering in any discipline
- Minimum 10 years of work experience in engineering and construction of major infrastructure/industrial projects related to hydrocarbon industry and oil & gas sector.
- Exposure and experience in project lifecycle and project management with high supervisory skills.
- Exposure to international companies/environment and an appreciation of cultural sensitivities.
- Strong team player attitude and comfort in working with a broad range of external parties.
- Excellent oral and written English combined with strong presentation and influencing skills.
- Ability to work with limited supervision, exercising a high degree of self-motivation and discipline.
- Ability to work using strong organizational and time-management skills,
- Must have ability to take quick decisions when dealing with complex issues with creative thinking to resolve problems.
- Strong working knowledge of using computer applications
