Head Vendor Quality Surveillance – Mega LNG Project
Job Purpose:
- The Head of Vendor Quality Surveillance (HVQS) is responsible for planning, managing, and implementing the overall Procurement Quality Surveillance Plan for COMPANY and provides oversight of Contractor’s Procurement Quality programs.
- The HVQS manages supplementary COMPANY Vendor surveillance as designated by equipment criticality and procurement inspection levels during manufacturing of Equipment and Materials.
- Ensures compliance to Contract and Purchase Order requirements on behalf of COMPANY PMT.
Reporting and Relationships
- Reports to Project Quality Manager.
- Interface with EPC CONTRACTOR Procurement Quality Control Team and QA Auditors.
- Interface with Head of Site Quality and PMT Engineers as necessary.
- Provides leadership and direction to the Procurement Quality Specialists (PQS’s) deployed on the project
- Position is a full-time, residential quality position based in the PMT Home Office in Doha.
- COMPANY focal point for coordination of Third-Party Inspection Agencies and personnel deployed to the project
Key Job Accountabilities:
- Establishes a Procurement Quality Surveillance Plan for and maintains the plan to reflect any change to align with project scope of work.
- Establishes the Procurement Quality electronic tracking system in SharePoint for the project including registers and folder structure.
- Ensures that Procurement Quality Specialists track incoming Notifications of Inspection from EPC Contractor and coordinate with COMPANY Third Party Inspector (TPI) representatives.
- Supervise the selection, approval, and deployment of COMPANY Third Party Agency personnel.
- Provide oversight of Procurement Quality Specialist to ensure that COMPANY TPI representatives have access to the documents and information associated with assignment.
- Ensures that EPC CONTRACTOR and COMPANY Procurement Inspection Reports are maintained and distributed to Project Management Team (PMT) personnel.
- Receives and checks for accuracy and completeness of Vendor-issued NCRs from EPC Contractor and confirms disposition per QG Specification.
- Elevates Procurement Quality issues and concerns to the Division Quality Manager and Project Manager as required.
- Ensures QC representation by COMPANY at selected Vendor/Sub vendor Kick-Off, PreInspection & QA-QC Meetings with Contractor
- Checks project documentation (Material Requisitions, Technical Bid Evaluations, Vendor Deviation Requests, NCR’s etc. within EDMS for compliance with the engineering and contractual requirements provided in the purchase order and specifications
- Schedules and assures COMPANY attendance or participation in Vendor inspection and testing activities per approved Inspection and Test Plans. Monitors, checks, endorses Inspection and Test Plans
- Monitors CONTRACTOR and VENDOR QAQC deficiency programs for effectiveness.
- Provides technical advice to PMT Engineering and Procurement on QAQC.
- Ensures accuracy, legibility, and timely transmittal of Procurement QAQC reporting to Project Quality Leadership
- Ensures QC participation in PO Compliance QA audits by CONTRACTOR.
- Maintains statistical metrics for vendor quality surveillance and advises timely adverse trends or conditions to Project Quality Leadership
- Ability to communicate QAQC training and provide briefing to functional discipline Managers and Engineers.
- The HVQS must exhibit a high degree of computer literacy including office software and is required to produce weekly reports with supporting metrics.
- Collaborative attributes are essential across all levels of the organization with an ability to establish and maintain open and responsive relationships
- Applies extensive industry-based experience and knowledge to promote and establish existing systems, processes, and procedures within a structured quality framework

Minimum Requirements
Required Experience / Qualifications
- 15 years in project experience including vendor QAQC surveillance in LNG production or energy industry projects
- Preferred: Bachelor or Associates Engineering qualification or diploma in a mechanical or electrical discipline
Knowledge and/or Experience
- Strong coordination skills, extensive quality experience in similar responsible roles on major oil & gas engineering & construction projects
- Experience in facilitating & coordinating efforts to resolve interface issues
- Experience with conducting audits & assessing process-driven quality systems
Technical and Business Skills:
- 15+ years of Quality Management related experience of major international projects in Oil & Gas projects in assignments of increasing responsibility, complexity and scope.
- Working within a structured Quality Management System essential.
- IRCA Audit Certification beneficial
