PURPOSE OF THE ASSIGNMENT
The UN World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. WFP assists almost 100 million people in over 120 countries each year. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. Two-thirds of our work is in conflict-affected countries where people are three times more likely to be undernourished than those living in countries without conflict.
This full-time position will be based in the Madagascar Country Office in Antananarivo.
ACCOUNTABILITIES/RESPONSIBILITIES
Operational
- Analyses of national strategic documents including Development Plans, environmental plans, health, education and others to feed into the implementation of the CSP and emergency responses.
- Support the UNSCDF implementation with a strategic approach aiming at connecting the different pillars and the UN Reform initiatives by coordinating between the relevant HOUs
- Support in strategic partnership with government institutions, IFIs, AU, regional organizations (SADCC, Ocean Indian etc) and UN agencies.
- Monitor the main success indicators for WFP operations in the country, through risk management, HR capacity and capability, wellness, security, budget and pipeline, technology, financial and administrative capacity reports and dashboards etc. and highlight issues for the CD’s attention;
- Coordinate the organization of the CD’s missions and events with designated focal points as well as relevant counterparts. Accompany CD when required.
- Assist CD in meeting attendance by ensuring necessary briefing material, talking points and updated and relevant agenda;
- Provide support to CD communications and advocacy through WFP Communities and other relevant channels;
- Coordinate and manage preparations for CO-hosted meetings, when required;
Reporting and briefing
- Assure the quality of briefing notes that are provided to the CD;
- Support the CD in meetings, workshops and conferences and note for the record as required;
- Draft talking points, briefings, speeches, PowerPoint presentations, and outcome reports for the CD for internal and external meetings, conferences, and other high-level events;
- Review and analysis of national/regional development plans, appeals, WFP and partners strategic policy documents and provide summary for discussions
- Support the partnership and programme/SC colleagues in strategic partnerships
- Follow up of partnership agreements with Government, IFIs and regional institutions
Administrative
- Help to manage the CD’s time, calendar and daily action follow-up required to the CD by liaising closely with the business support assistant.
Perform other duties as required
- Work closely with CO units and undertake other duties not listed here as required.
DELIVERABLES
- Clear analysis and succinct, well-written reports on a range of issues, drafted from a range of sources
- Assurance of fact-checked and comprehensive briefs for the CD’s clearance
- Strategic MOUs/FLAs are timely formulated in compliance with WFP rules and regulations.
EXPERIENCE, SKILLS & COMPETENCIES
Education
- Advanced University degree in Economics, Commerce, political science, international relations/affairs, Legal or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.
Experience
- At least 3 years relevant professional work experience in providing support to senior managements and/or partnership functions.
Knowledge & Skills
- Ability to work independently or in an international team
- Good political awareness and judgement
- Strong analytical – reporting skills to compile, maintain, analyze and prepare strong reports/ dashboard to draw some (initial) conclusions and to help make informed decisions
- Ability to work under minimal supervision
- Ability to establish and maintain effective relationships with clients and provide client- oriented service.
- Dynamic, versatile, and flexible working behaviour
- Sensitivity to a multi-cultural environment, ability to work with different audiences and a strong sense of discretion

Languages:
Fluency in spoken and written English and French is required.
