How can you make a difference?

Under the direct supervision of the Chief of Planning and Monitoring the post provides professional and technical support throughout the Planning, Monitoring and Research (PMR) function of the UNICEF Jordan Country Programme, through preparing, executing, managing and implementing a variety of technical tasks to ensure that results and recommendations are implemented and followed up. Specific responsibilities are highlighted below:

1.Programme Performance Monitoring

• Leads country office change management process, providing direct support to programme sections and operations units to facilitate transition to new planning and management processes, on work planning and implementation, monitoring and data, and results management and how to apply the procedures, guidance, systems and tools for more focus on programme results.

• Provide technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary. Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

• Ensure adherence to key global and regional scorecard indicators. Flag indicators that are off-track and help to identify bottlenecks and establish and refine systems, tools and trainings to improve these indicators in coordination with programme and operational counterparts.

• Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.

• Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery.

2. Planning and Internal Coordination

• Supports the PMR function to ensure proper alignment with the various planning documents and processes.

• Leads the process of organizing and managing annual/mid-year country programme reviews ensuring consistency with objectives and goals set out in the Country Programme Document and contributes to the annual management plan.

• Participate in the development/update of programme rational notes and project strategies.

• Contribute to quality and timely reporting requirements, including RAM, CSI and annual reports. Ensures that programme results with logical flow are adequately and accurately reflected in all relevant programme documents in collaboration with programme sections.

3. Knowledge Management for Programmes

• Package and support the dissemination of knowledge and evidence generated by the country office.

• Identify, capture, synthesize and share lessons learned from routine monitoring and evaluations for integration into broader knowledge development planning and management efforts.

4. RBM Capacity Building

• Facilitate and deliver core RBM training to programme staff and implementing partners.

• Promote and provide support to ensure that Country Office staff and national partners are aware of and have access to UNICEF monitoring and evaluation learning resources that are relevant to RBM.

5. Coordination & Networking

• Participate in appropriate inter-agency meetings/events to collaborate with inter-agency planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process.
• Technically support and coordinate various inter-agency initiatives such as UNSCDF Joint workplan, UN Info, UNSCDF annual report and other inter-agency planning and reporting Initiatives.
• Collaborate with Regional Planning, Monitoring and Research Advisers for overall coordination of priority research, monitoring activities, especially those of regional scope requiring the coordinated effort of multiple countries

To qualify as an advocate for every child you will have…

  • Education: Advanced university degree in social sciences, statistics, planning development, planning, social development, management, monitoring and evaluation or related fields. A bachelor’s degree with at least 7 years of professional experience can also be considered in lieu of an advanced university
  • Experience: A minimum of five years of professional experience in communication, programme planning, management, reporting and/or monitoring and evaluation is required. Experience working in a developing country is considered as an asset. Relevant experience in a UN system agency or organization is considered as an asset. Previous experience as a planning and/or monitoring officer with a supervisory role in a UN system agency or other international development organization is considered as an asset. At least one instance of exposure to emergency / humanitarian programming, including preparedness planning, rapid assessment and active involvement in a humanitarian crisis response program operations preferred

  • Language: Fluency in written and verbal English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
