ORGANIZATIONAL CONTEXT

The Partnerships Officer will work under the direct supervision of Head of Partnerships, Communication and Reporting, and under the overall guidance of the Deputy Country Director. Content and methodology of the supervision would include assignments of tasks, establishment of work plans, guidance and coaching on implementation of work, regular assessment of work and provision of feedback.
As a critical member of the CO Partnerships Unit, the Partnerships Officer will support the Pakistan Country Office to maximize resources and to maintain and strengthen public and private partnerships of the CO. Specifically, the Partnerships Officer will provide support and advice to the Country Offices ranging from forecast management to funding proposal writing and relationship building with Government partners, current and future donors, development partners and international financial institutions, private sector and others (suggest adding the Government of Pakistan as well since they fund our programmes).

JOB PURPOSE

Guided by the Corporate Partnership Strategy, to manage effective relationships and collaboration with partners (public and private external) in order to meet WFP strategic objectives. To represent WFP externally to safeguard and promote WFP interests. To ensure a flow of relevant information between WFP and partners,and propose opportunities for synergies that maximise results.

KEY ACCOUNTABILITIES (not all-inclusive)

The responsibilities of the Partnerships Officer shall include, but are not limited to the following:

Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.

Participate in the design and implementation of the Partnerships Action Plan by overseeing and delivering activities that identify, develop and maintain government partnerships, maximize funding, and deliver advantageous outcomes for the Country Office, such as more flexibility and predictability.

Maintain an overview of forecasts and resource situation of the Country Office, in close collaboration with CO Budget and Programming Unit.

Gather and share partner intelligence, using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.

Ensure partnership/contribution management which is in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders, including the UN Country Team.

Use socio-political insights to support WFP’s effective positioning vis-à-vis national, regional and international institutions with the aim to influence the policy agenda.

Explore innovative financing and resource mobilization mechanisms to unlock additional financing by engaging a wide range of stakeholders.

Coordinate and ensure quality of donor specific reporting in compliance with contractual obligations.

Coordinate donor field visits to WFP programme operations.

Ensure partner visibility requirements (including those in the contractual agreements) are met.

Maintain and update the donor/partner mailing list and the contacts list to ensure effective communication with the partners.

Attend donor meetings and workshops as necessary.

Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Language: Written and oral proficiency in English is required. Intermediate knowledge (level B) of a second UN language is desirable.

Work experience: Six or more years of relevant professional and managerial work experience.

NGO, UN and Other Partner Collaboration Guides interpretation of WFP’s partnering approach. Contributes to the determination of engagement strategies that inform WFP’s relationships with specific partners. Analyses and identifies new synergies with existing partners and explores new partnership opportunities.
