International Staff Contract position: Integrated Border Management (IBM) Advisor for the EUSR for the Belgrade-Pristina Dialogue and other Western Balkan regional issues
REQUIREMENTS
a) Qualifications and Experience:
a. Citizenship – Citizen of a Member State of the European Union (EU) and enjoying full rights as a citizen.
b. Education
– Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor's Degree, OR equivalent and attested customs/border police education; The qualification should be in the field of Social Sciences, Law, Business Administration or other related university studies;
c. Experience
– A minimum of 10 years of relevant professional experience in Customs or Border Police
matters, after having fulfilled the education requirements, out of which at least 3 years of experience at management level;
– Proven experience as facilitator in cross border/ boundary meetings related to international Border/Boundary agreements;
– Previous work experience on subject-matters relevant to the Belgrade-Pristina Dialogue;
– Possessing institutional memory from an international organization on the Belgrade-Pristina Dialogue process with emphasis on the IBM Technical Protocol (IBM-TP) and Customs Agreement;
d. Desirable
– Trained, authorised and equipped with firearm for deployment in the north of Kosovo;
– Driving license of category C (B6 armoured vehicles)
– Experience in project management.
b) Essential Knowledge, Skills and Abilities:
– Extensive knowledge of IBM procedures.
– Very good mediation and interpersonal skills.
– Desirable:
i. Substantial knowledge of the functioning of the EU and in particular EUSRs and CSDP Missions;
ii. Good understanding of the political, cultural and security situation of the Balkans, in particular Kosovo;
iii. Very good interpersonal and communication skills, both written and oral;
iv. Ability to perform under stress and in difficult circumstances;
v. Knowledge of Albanian and/or Serbian language.
JOB DESCRIPTION
Report to: EUSR DWB, represented by the EUSR DWB Political Advisor in Kosovo
Main Tasks and Responsibilities:
- To operationalize the EUSR DWB mandate and tasks as set out in EU Council Decision (CFSP) 2020/489 of 2 April 2020 with regard to IBM.
- To support the EUSR DWB in implementing the mandate to achieve comprehensive normalisation of relations between Serbia and Kosovo, with particular emphasis on the implementation of the EU facilitated Dialogue agreed IBM Technical Protocol (IBM-TP);
- To operationalise the tasks as set out in the EU facilitated Dialogue IBM Technical Protocol (IBM-TP) by advising and mentoring local counterparts (Border Police (Police), Customs and Veterinary/Phytosanitary Inspectorates of Kosovo and Serbia) in a structured manner;
- To support the EUSR DWB Senior Advisor on IBM efforts in addressing areas of structural weaknesses in the performance and accountability of respective counterparts/institutions and to propose solutions for strengthening same;
- To provide analysis and recommendations to the local counterparts in the area of responsibility;
- To ensure timely reporting on activities within the field of responsibility, in particular progress and/or lack of progress;
- To collect and collate statistics about the workload/performance of local counterparts, including those relating to economic cooperation;
- To maintain necessary contacts and build relationships with relevant local counterparts;
- To ensure compliance with instruction/direction from EUSR-DWB management;
- To liaise closely with EUSR DWB Senior Advisers and Advisers, as appropriate;
- To identify best practice and lessons learned within the field of responsibility;
- To perform research tasks on the subject-matters relevant to the IBM-TP and the Customs Agreement;
- To undertake any other related task as requested.
Specific Tasks and Responsibilities:
- To work as an IBM Advisor traveling within the area of operations;
- To support the EUSR DWB IBM team at the operational and strategic level in the normalization process between Belgrade and Pristina regarding all inter party Border Authority liaison, with particular focus on the implementation of the Dialogue agreed IBM-TP, including Common Crossing Points (CCPs) and the Administrative Boundary Line (ABL);
- To engage with and support all Border Authorities (Border Police (Police), Customs and Veterinary / Phytosanitary Inspectorates) in the process of normalization between Belgrade and Pristina, with particular focus on the implementation of the IBM-TP, including CCPs and ABL;
- To engage in and facilitate all local, regional and central level meetings between the Belgrade and Pristina Parties, as stipulated in the IBM- TP and associated Action Plan;
- To engage in and facilitate all other meetings related to the implementation of the IBM-TP/Action Plan, including the Systematic Electronic Exchange of Data (SEED) Technical Group, CCP Infrastructure Technical Groups and Inter-Agency Bilateral meetings;
- To advise and mentor the relevant counterparts on the strategic and operational management of borders/boundaries, including border security and control on persons, vehicles and goods entering or exiting Kosovo;
- To provide policy advice and technical expertise from a multi-disciplinary perspective on a variety of customs and police related practices and management issues, particularly matters related to the management of the CCPs, ABL and cross border/boundary inter agency co-operation;
- To advise and mentor on principles and agreements between Belgrade and Pristina;
- To assist counterparts at all levels with the implementation of the agreements reached through the Dialogue between Belgrade and Pristina;
- To advise and assist with the further development of the National Centre for Border Management (NCBM), allowing for the ‘real-time’ sharing of relevant information and as appropriate provide support to all Kosovo Border Authorities with the implementation of the National IBM Strategy and Action Plan (2021-2025) (directly linked to implementation of the IBM-TP);
- To liaise with other stakeholders providing technical and policy advice on border security and customs issues;
- To establish and maintain contacts with other organisations monitoring and compiling an overview of their border/boundary -related activities and identifying possible partners.
