International Staff Contract position: Freedom of Movement Senior Advisor for the EUSR for the Belgrade-Pristina Dialogue and other Western Balkan regional issues

REQUIREMENTS

a) Qualifications and Experience:

a. Citizenship – Citizen of a Member State of the European Union (EU) and enjoying full rights as a citizen.
b. Education
– Successful completion of university studies of at least 4 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 7 in the European Qualifications Framework OR a qualification of the second cycle under the framework of qualifications of the European Higher Education Area, e.g. Master's Degree; The qualification should be in any of the fields of Public Administration or other related university studies; OR police or military equivalent education or training; AND
c. Experience
– A minimum of 15 years of relevant professional experience, after having fulfilled the education requirements;

– Strong managerial track record, including in change management;
– Progressive professional experience with security/safety issues, preferably including experience in a senior management position within a public administration structure.
d. Desirable
– International experience, particularly in crisis areas with multi-national and international organisations;
– Experience working in a Ministry of Internal Affairs environment

b) Essential Knowledge, Skills and Abilities:
– Knowledge of the EU facilitated Belgrade-Pristina Dialogue and the EU’s overall policies vis a vis Kosovo and the region;
– Knowledge of the EU Visa Liberalisation Dialogue;
– Excellent interpersonal and communication skills, both written and oral.
– Desirable:
i. Substantial knowledge of the functioning of the EU and in particular EUSRs and CSDP Missions;
ii. Good understanding of the political, cultural and security situation of the Balkans, in particular Kosovo;
iii. Very good knowledge and/or experience in strategic management and/or public administration;
iv. Knowledge of Albanian and/or Serbian language;
v. Ability to perform under stress and in difficult circumstances.

JOB DESCRIPTION
Report to: EUSR DWB represented by the EUSR DWB Political Advisor in KosovoMain Tasks and Responsibilities:

  • To operationalize the EUSR DWB mandate and tasks as set out in EU Council Decision (CFSP) 2020/489 of 2 April 2020 by advising and monitoring local counterparts on the strategic and operational level with regard to FoM;
  • To support the EUSR DWB's efforts in full and qualitative implementation EU-facilitated agreements, protocols and agreed conclusions between Belgrade and Pristina with regard to FoM;
  • To support the EUSR DWB 's efforts in addressing areas of structural weaknesses in the performance and accountability of counterparts/institutions and to propose solutions for strengthening same;
  • To provide analysis and recommendations to the local counterparts in the area of responsibility;
  • To be embedded within the local institution, security permitting;
  • To ensure timely reporting on activities within the field of responsibility, in particular progress and/or lack of progress;
  • To maintain necessary contacts and build relationships with relevant local counterparts;
  • To ensure compliance with instructions/directions from EUSR DWB management;
  • To liaise closely with other EUSR DWB Senior Advisers and Advisers as appropriate;
  • To identify best practice and lessons learned within the field of responsibility;
  • To design and deliver training, as appropriate;
  • To undertake any other related tasks as requested.

Specific Tasks and Responsibilities:

  • To lead, direct and manage the work and staff of the team working on FoM issues to ensure it delivers on the EUSR DWB mandate and tasks as set out in instructions issued by the EUSR DWB represented by his Political Advisor in Kosovo;
  • To advise and support the EUSR DWB represented by his Political Advisor in Kosovo on all issues related to the EUSR DWB’s contribution to the implementation of the agreements reached in the EU facilitated Belgrade-Pristina Dialogue and pertaining to his/her portfolio;
  • To supervise, manage and prioritise the EUSR DWB´s support to the implementation of the agreements of the EU facilitated Belgrade-Pristina Dialogue;
  • To coordinate at operational level with other organisational units, and the unit in charge of IBM agreement implementation;
  • To ensure monitoring, mentoring and advising of the senior public servant level of the Ministry of Internal Affairs in line with the EUSR DWB mandate and priorities, including strategic issues related FoM arrangements;
  • To guide the Dialogue Support Unit (DSU) work in addressing areas of structural weaknesses in the performance and accountability of the respective counterparts through improvement strategies, organisational change processes, executive legislation, structural safeguards or similar corrective measures.

  • Deadline for applications – the deadline for applications is 2nd November 2022, 17:00 Brussels time. Applications submitted after the deadline will not be considered.
  • Application Form – Applications will be considered only when using the standard Application Form (Annex 2).
  • Selection process – The candidates considered to be most suitable will be shortlisted. Candidates may be asked to participate in a written test and a competency based interview by video before the final selection is made.
  • Information on the Outcome – Candidates will be informed about the outcome of the selection process after its completion.
