We seek qualified candidates for the position of Regional Safeguarding Advisor.

Position Summary:

The Regional Safeguarding Advisor provides technical guidance on safeguarding within humanitarian and development programs, including strategies to prevent sexual exploitation and other harm toward program participants, mitigate risks, and respond effectively if harm occurs. The person in this position supports FHI 360 country offices and project teams in west and northern Africa and the Middle East, as well as other regions as needed. The person also contributes to FHI 360’s global and organizational efforts related to safeguarding program participants. The person will have strong knowledge and background in safeguarding-related programming in international development. Provides technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and international standards to ensure robust systems are in place across FHI 360 programs. Strengthens capacity among country, regional or global program staff. Assesses current technical, scientific, managerial, and operational efficiencies at the program, regional, or global levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. May evaluate proposal design and protocol development to ensure design is sound and based on international industry standards and practice. Provides technical leadership by staying current of evolving technical standards, guidelines, and program developments related to safeguarding. Responsible for sharing best practices and contributes to the knowledge base through participation in forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. May be required to coordinate and work with a diverse group of organizations, such as ministries, district health staff, international and national partner organizations, and USAID missions and other funders in order to support project teams.

Accountabilities:

  • With technical oversight, provide technical leadership to country and project teams to integrate safeguarding measures into the design, implementation, and monitoring of projects.
  • Participate in resource development activities.
  • Responsible for accomplishing assigned job responsibilities and following the standards and practices of the department and division.
  • Responsible for planning and scheduling own workflow and timetables, within area and function guidelines.
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
  • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
  • Assists project teams in adapting safeguarding protocols at the project level.
  • Develops tools for the design and implementation of specific technical components.
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
  • May serve as a departmental resource on procedural, administrative, and operational issues.
  • Performs other duties as assigned.

Applied Knowledge & Skills:

  • Ensures appropriate and timely technical support to field programs, including supporting regional offices, country offices, and project teams in integrating safeguarding strategies and adhering to FHI 360’s safeguarding requirements.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Conducts routine virtual and in-person capacity strengthening activities with personnel, including safeguarding focal points, and partner personnel.
  • Extensive knowledge of international standards and best practices related to safeguarding in international development, including in humanitarian and development settings.
  • Ability to manage own work to job and performance standards.

Technical Requirements:

  • Provide technical leadership in safeguarding- and protection-related programming.
  • Works on problems of moderate to complex scope that require evaluation of variable factors.
  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.
  • Networks with key internal personnel.
  • Performs other duties as assigned.

Problem Solving & Impact:

  • Demonstrates the ability to assess needs within agreed upon duties and considers course of action best to meet those needs.
  • Effectively applies knowledge of technical area to solve a range of problems.
  • Demonstrates the ability to develop solutions to problems that cannot be solved using existing methods or approaches.
  • Faulty decisions/ recommendations /failures to complete assignments will normally result in inadequate support to country offices and project teams to effectively integrate safeguarding into their respective projects.
  • Problems encountered are varied, requiring review of practices and precedents to resolve.
  • Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines.
  • Policies or guidelines exist for most problems; others must be referred to by a supervisor or more senior professional.

Supervision Given/Received:

  • May supervise junior staff members and/or interns.
  • Coordinates own workflow and sets individual priorities.
  • Works under general guidelines for completion and accuracy as determined by the supervisor.
  • Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.
  • May manage a centralized functional area of activity.
  • Serves as mentor to more inexperienced technical staff.
  • Typically reports to a Director.

Education:

  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Experience:

  • 8+ years of relevant experience in technical implementation of large projects and/or programs.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or Domestic (US) Program Development or Program management preferred.
  • Preferably based in a western/northern Africa country or middle eastern country where FHI 360 operates
  • Demonstrated experience as a technical advisor in a related technical area (safeguarding, protection, or gender, equity, and social inclusion)
  • Experience in integrating safeguarding strategies in international development programs and providing training and capacity building activities to various stakeholders.
  • This position required English and French, with Arabic preferred.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% – 25%
