Duty Station: Based in 3 different locations with request movements to field locations (mainly at District Secretariat and targeted divisional secretariat divisions)

Nationality: SriLankan only

ORGANIZATIONAL CONTEXT
Sri Lanka is facing its worst economic crisis since independence. Concurrent challenges in public finance and sovereign debt, as well as the availability and affordability of food, fuels, fertilizers, and medicines, have disrupted the food system across the country. The significant reduction in agricultural production in Sri Lanka, compounded by the rising prices of fuel and basic food items, has made food unaffordable for a segment of the population, and the government has forecasted food shortages during the next months. The recent WFP/FAO joint assessment shows 3 in 10 households (6.26 million people) are food insecure, of which 65,600 are severely food insecure.
WFP intends to assist nearly 3.4 million people to receive emergency food, nutrition, and school meals until December this year. WFP immediately planning to implement activities in 14 districts Vavuniya, Mannar Mullaitivu, Jaffna, Nuwara-Eliya, Badulla, Monaragala, Ampara, Trincomalee, Batticaloa, Kurunegala, Matale, Galle, Colombo. WFP will recruit three (03) Programme Associates for the Emergency Response to support the CBT and food assistance operation in targeted districts in coordination with the government agencies and local NGOs as cooperating partners.
JOB PURPOSE
Under the supervision of the Programme Officer-Emergencies, the Programme Associate is responsible to facilitate implementation of all WFP emergency response activities, working closely with communities, cooperating partners, government and stakeholders. The consultant will attend all related local level coordination meetings and provide a regular update to the Programme Officer-Emergencies.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Facilitate implementation of WFP’s emergency response activities by coordinating with Cooperating Partners, local government and stakeholders to meet established targets following WFP’s policies and procedures.
2. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
3. Coordinate with the Public Administrative agencies, UN partners, and sub-national/local humanitarian agencies in the targeted districts and divisions
4. Support the beneficiary selection process according to WFP’s guidelines and using vulnerability criteria together with the Cooperating Partners, public administrative agencies and local stakeholders.
5. Support the Cooperating Partner to develop beneficiary databases and participate in verification processes.
6. Support payment procedures, including documentation, and reporting to ensure accountability to donors and the organization.
7. Oversee administrative matters relating to cash/food assistance program such as timesheet submission, and other documentation and follow up with relevant government agencies at the district level.
8. Ensure and/or perform accurate, timely recording of data to support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance), facilitating operational decision-making.
9. Adhere to all WFP policies related to security, operations, and transport/ logistics information related to programming.
10. Ensure mainstreaming of vulnerability (gender, inclusion) and protection analysis, including PSEA for all CBT/food delivery mechanisms, throughout the CBT cycle.
11. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
12. Identification and monitoring of CBT/food Specific Risk Registers and assessments.
13. Other duties as assigned.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION:
Minimum Requirements: Completion of secondary school education with A post-secondary certificate in the related functional area.
Desirable: A bachelor’s degree or advanced diploma with additional years of experience, and professional qualifications in the field of emergency management, disaster recovery, or social services.
EXPERIENCE:
- Minimum 5 years of relevant or related work experience, with 3 years in managing emergency projects such as cash/food assistance, beneficiary selection coordination, and field experience working with government agencies and communities
- Experience in similar projects in the mentioned specific geographical areas is desirable
KNOWLEDGE & SKILLS:
- Basic programming skills in conducting assessments on food security and livelihoods and also community socio-economic aspects
- Good skills on partner coordination and problem-solving especially in the field
LANGUAGES: Proficiency in English and local languages require (Sinhala or Tamil)
