ORGANIZATIONAL CONTEXT

JOB PURPOSE

The World Food Programme has supported the people and governments of Africa for over half a century on issues ranging from ending poverty and hunger to sustaining peace and promoting stability; and for nearly two decades, the organization has engaged the African Union (AU), a political institution established to articulate and advocate continental political, economic and social development ambitions and priorities.

In recognition of the AU’s growing importance and influence in global and continental affairs, WFP has been enhancing its engagement, advocacy and technical support to promote implementation of AU decisions, policies, strategies and programmes. WFP’s support to the AU is coordinated by the WFP Africa Global Office based in Addis Ababa, Ethiopia.

Recently, WFP has been instrumental to the AUC in delivering a successful Extraordinary AU Humanitarian Summit and a Pledging Conference which was held from 25 – 27 May 2022 in Malabo, Equatorial Guinea. The summit was timely and provided an opportunity for the continent to produce recommendations and identify durable solutions for Africa in line with the AU humanitarian architecture outlined in the Common African Positions on Humanitarian effectiveness. The summit also put emphasis on the establishment of the African Union Humanitarian Agency as a means of strengthening humanitarian coordination and effectiveness.

The agency is critical for WFP work given the continuous engagement of country offices with Member States as primary responders in the States. WFP footprint, systems, and expertise in preparedness, humanitarian response, Climate mitigation, social protection, logistics, and other developmental initiatives will remain critical to the establishment of the agency. All these areas are mentioned as pertinent in the declaration and areas of focus as AU moves towards working with Member states to identify more durable, preventive solutions.

Since WFP's support to the AU humanitarian division will continue to be crucial during the coming months, the United Nations World Food Programme is seeking an External Partnerships Officer to provide support to the AU humanitarian division.

Purpose of Assignment

To support with the development of strategic engagements to support the implementation of post Malabo activities and establishment of the AU Humanitarian Agency, WFP wishes to second an External Partnership Officer (International Consultant) –to the African Union Commission Humanitarian Division.

The External Partnership Officer will work under the direct supervision of the Director for Health, Humanitarian Affairs, and Social Development at the African Union, African Union Commission Department of Health, Humanitarian Affairs and Social Development in close collaboration with WFP African Union Global Office.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead the formulation and adoption of the Post – Malabo plan of action 2026 – 2035
  • Coordinate with humanitarian partners, Member states and AUC departments on the implementation of the action plan and identify strategic areas of partnership, support, and financing.
  • Develop internal monitoring mechanisms to follow up on Malabo recommendations/implementation plan and regularly report on the progress to management.
  • Contribute to the establishment of the AU Humanitarian Agency through assessments, developing budgets, advising on structures, coordination, and reporting mechanisms.
  • Coordinate various meetings for the Division and lead in preparing briefing documents and outcome reports for management meetings with donors and partners including high level engagements to support political engagements and advocacy on humanitarian issues and the AU Humanitarian Agency.
  • Lead in donor engagements and Member states including by following up on the pledges and commitments made in Malabo to ensure contributions are honored deposited to AU fund or the payee as appropriate.
  • Identify and establish new partnerships with new emerging partners including the private sector to foster stronger partnership and support for humanitarian issues.
  • Develop clear work plans and strategies for the establishment of the African Humanitarian Agency and for the implementation of the Post Malabo activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Humanitarian action or other relevant field.
Language: Excellent command and highly proficient in spoken and written English (C1 Effective Operational Proficiency). Working knowledge of French preferred

Experience: At least Six (06) years of relevant experience in the humanitarian field

  • Good understanding of humanitarian issues, principles, strategies, and policies
  • Partnership-related expertise is a plus
  • Experience working with international organizations, with knowledge of the African Union
