ORGANIZATIONAL CONTEXT

In Latin America and the Caribbean, WFP supports national efforts to improve food and nutrition security and reduce the impact of emerging crises, natural disasters, and climate change among vulnerable populations.

WFP opened a Caribbean office in 2018. The WFP Caribbean Multi-Country Office covers 22 countries and territories in the English and Dutch-speaking Caribbean, and the primary work is on capacity-strengthening for emergency preparedness. On the programme side, the focus is on strengthening shock-responsive social protection, vulnerability analysis, and risk financing, with the main stakeholders being governments and also CDEMA. In the future, greater focus will also be placed on food security and food systems. This portfolio of work spans technical assistance in multiple countries and is also linked to WFP’s supply chain capacity building for emergency preparedness. The office also responds to emergencies in support of governments and CDEMA as needed, including previous responses in the Bahamas (2019) and Saint Vincent and the Grenadines (2021), which both included cash-based transfer responses. This role will be key for WFP’s operational engagement in one or more countries, working closely with government counterparts on capacity strengthening and responding to emergencies as needed.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Depending on your experience level and expertise areas, you will be involved to a greater or lesser degree in work related to, but not limited, to the following:
1. Development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
2. Management of projects to define programmes of considerable size/complexity, ensuring a coordinated approach that complies with WFP standards and procedures.
3. Development and coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Research and analysis of a range of policy and operational issues to inform the development of policies, programmes, and activities.
5. Preparation of reports on programmes and activities, enabling informed decisions and consistency of information presented to stakeholders.
6. Liaising with internal and external counterparts to ensure effective collaborations, monitoring of ongoing projects, and highlighting potential risks to project delivery.
7. Development and management of potential partnerships to collaborative work, leading to improved food assistance packages.
8. Capacity building of WFP personnel, partners, and national governments to prepare and respond to food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Years of relevant professional experience:

Junior Consultancy: One to three years of relevant professional experience.

Level I Consultancy: Three to five years of relevant professional experience.

Level II Consultancy: Six to ten years of relevant professional experience.

Languages

Fluency (level C) in the English language.

Intermediate knowledge (level B) of a second official UN language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Professional experience is desired in one or several of the following areas:

  • Deepened technical knowledge through exposure to technical teams.
  • Leadership in implementing programmes.
  • Provided input into policy discussions and decisions.
  • Humanitarian assistance and/or development work of the United Nations or other international governmental or non-governmental organisations.

TERMS AND CONDITIONS

The World Food Programme (Caribbean Multi-Country Office) is seeking Expressions of Interest from qualified individuals for future consultancies in the Caribbean.

Successful candidates will be placed on a roster for short-term opportunities. Rostered applicants may be contacted in the upcoming 12 months on an as-needed basis.

WFP offers a competitive compensation package determined on the basis of the Terms of Reference and the selected candidate’s qualifications and experience.
