WFP Somalia’s four-year Country Strategic Plan (CSP) 2022-2025 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, and addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.
Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support the implementation of WFP’s joint food systems project, working with smallholder farmers on improving agricultural value chains, with a focus on reducing post-harvest loss (PHL) and improving market linkages. Responsibilities include technical work including the planning, implementation and coordination of project specific activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices.
KEY ACCOUNTABILITIES
1. Lead efforts and provide technical guidance to ensure that gender and protection is comprehensively mainstreamed into WFP programmes and policies (needs assessments, design, budgeting, implementation, monitoring, evaluation and reporting) ;
2. Drive gender and protection evidence generation through the development and implementation of standardized gender and protection toolkits, methodologies and assessments across food and cash-assistance programmes/ safety social nets (school feeding, resilience, emergency activities, social protection) in coordination with M&E, to develop key gender and protection recommendations and action plans in ensuring that beneficiaries receive assistance adapted to their specific needs, as well as in a safe, dignified and accountable manner;
3. Promote knowledge sharing and gathering of best practices and lessons learned on pilot initiatives, policies and programmes relating to gender equality and women's empowerment and protection at the CO level through staying abreast on global, regional and national initiatives ;
4. Identify capacity gaps and provide trainings, technical guidance and follow-up to strengthen the capacity of WFP staff and staff of cooperating partners at the Country Office and field levels, on the overall knowledge and importance on gender and protection including in relation to gender based violence risk mitigation and the prevention of sexual exploitation and abuse, WFP's policies and obligations, gender and protection analysis etc ;
5. Support the annual Gender and Age Marker Monitoring exercise across all programme areas, including the provision of guidance and training, development of key tools to facilitate data collection, as well as development of narratives relating to gender equality and women's empowerment and protection under the Annual Country Reporting for the Country Office ;
6. Provide technical support to other Units including Supply Chain and Procurement and HR to develop action plans for the integration of key gender and protection considerations within contracts, Terms of References, briefings etc. ;
7. Provide technical support to the CFM team to develop and strengthen the Standard Operational Procedures (SOPs) to appropriately respond and refer all cases relating to protection including child protection, fraud and corruption, GBV and SEA, in alignment with corporate WFP policies and guidelines ;
8. Lead existing organisation commitments and efforts to prevent sexual exploitation and abuse, including the implementation and oversight to the PSEA workplan, together with PSEA focal points and the PSEA Taskforce ;
9. Provide technical support to Donor Relations and Reports Officers and Programme Teams to mobilise resources on gender and protection initiatives through ensuring that all new funding proposals and reports, reflect WFP engagement and commitment to gender transformative practices and protection ;
10. Collaborate closely with Communications and SBCC colleagues to develop participatory initiatives for internal and external dissemination regarding the commemoration of international and national events focused on gender equality such as International Women's Day and the 16 Days of Activism to End Gender-Based Violence ;
11. Conduct periodic field visits to provide technical support, oversight and capacity building efforts on gender and protection issues, trainings and assessments for quality and accountability purposes ;
12. Other tasks, as required and assigned by the supervisor or by the management.
MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other related field, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: Five years of relevant professional postgraduate work experience in gender and protection in humanitarian and development settings, gender-based violence, humanitarian policy issues and linkages with food security and nutrition.
Knowledge and Skills:
• In-depth knowledge of gender and protection in humanitarian and development settings, gender-based violence, humanitarian policy issues and linkages with food security and nutrition.
• Solid analytical skills, including gender and protection analysis.
• Solid communication skills, including the ability to effectively communicate through multiple mediums (e.g. policy, advocacy messaging, reporting, training)
• Sound knowledge and skills in adult learning.
• Team spirit and excellent interpersonal relations.
Language: Somali Mother tongue and proficiency in English
