ORGANIZATIONAL CONTEXT
The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity and violence, leading to significant displacement, increase in protection related issues, disruption of livelihoods and lack of access to basic services.
Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region.
In March 2020, the attacks escalated significantly and show no signs of abating with thousands of civilians have been killed and approximately 700,000 people have been internally displaced since the outbreak of the violence in 2017. Throughout this 3 year conflict period the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs.
Many IDPs have alternatively taken shelter in the homes of host communities, remaining in dire need of humanitarian assistance, placing additional strain on host families and community resources.
JOB PURPOSE
WFP will implement BMZ school feeding programme in 2 provinces, including Pemba, so there is need for a Programme Officer to manage the intervention locally.
The objective of this role is to provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision of the Head of Programme Pemba Sub Office the incumbent will perform the following tasks:
1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance;
2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures;
3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained;
4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities;
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects;
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages;
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives;
9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries;
10. Perform other related duties as required.
OTHER SPECIFIC JOB REQUIREMENTS
• Support the management and implementation of all SF activities in the province, including:
Ensure food delivery and distribution, school preparedness, and monitoring;
Prepare planning documents for food and NFIs;
Advise field monitors and build their capacity;
Backstop of issues, manage locally and report/ request support as needed;
Facilitate training for WFP staff and external partners.
• Coordinate with internal and external stakeholders:
Coordinate food/NFI deliveries with WFP Logistics, schools, retailers/transporters and local authorities;
Facilitate relationship with Provincial and District authorities;
Work with local/ CO teams to ensure retailers are delivering and being paid on time;
Engage with Logs and Finance at SO to ensure programme delivery;
Engage with SF team in CO for support, reporting and guidance;
Prepare and oversee donor or MINEDH missions into the province.
• M&E:
Ensure minimum monitoring requirements are met;
Analyse monitoring data;
Generate insights to HoSO for programmatic decisions, in coordination with CO;
Ensure COMET compliance;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has implemented programmes and provided input into designing operations related to School Feeding.
• Has implemented gender sensitive programmes and gender-targeted activities.
• Has worked with Cash Based Transfer programmes.
• Has worked or exchanged experience in community development programmes.
STANDARD MINIMUM QUALIFICATIONS
Education: University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance.
A master’s degree in any of the above fields is an added advantage.
Experience: At least Five years of progressive professional experience in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences.
A minimum of One year of post-graduate and professional progressive experience implementing programmes related to gender sensitive and gender-targeted activities, community development , designing operations related to School Feeding or other related fields.
Language: Fluency (level C) in both English and Portuguese Language.
