WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 4 million people assisted in 2018. WFP Sudan, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).
BACKGROUND AND PURPOSE OF AASIGNMENT
As part of Sudan CSP 2019-2023, WFP offers an integrated package of programmes responding to immediate and protracted crisis while seeking coordinated approaches to improve nutrition, strengthen resilience and support the Government of Sudan and partners in paving the way for sustainable results. Key programme activities include life-saving food assistance (in-kind food and cash-based transfers, including through FFA, School-Based Programme, Nutrition as well as Productive Safety Nets and Post-Harvest Loss reduction.
The FLA Section within Programme Unit is a crucial part of WFP Sudan for managing effective and efficient partnership with significant number of cooperating partners. In addition to managing the technical quality of FLAs, the Programme Policy Officer in the FLA Management unit is expected to provide leadership, training and mentoring to national staff under her/his supervision as part of long-term capacity strengthening effort across WFP Sudan.
ACCOUNTABILITIES AND RESPONSIBLIITES:
- Providing guidance in the process of FLA management for all the units, ensuring all the review and due-diligence processes have been followed in line with corporate guidance.
- Supporting the process of CPC (Cooperating Partners Committee) and providing key information to the forum on all aspects of partnerships.
- Oversee implementation of SOPs for FLA management and updating/revising based on new changes/corporate guidelines.
- Supervising the FLA management team to ensure all the Agreements are prepared correctly, entered into corporate systems and managed in line with the SOPs.
- Contributing to the adoption of the UNPP (UN Partners Portal) for the registration, identification and selection of cooperating Partners. Additionally, providing trainings and orientation to other units, Field offices and CPs on the UNPP process.
- Providing guidance in the process of FLA management for all the units, ensuring all the review and due-diligence processes have been followed in line with corporate guidance.

- Together with the Finance and Supply chain units, participate in CP compliance verification exercises, ensuring drafting and submission of reports to management.
- Work closely with the Risk and Compliance unit to ensure the end-to-end CP management process complies with corporate guidelines, policies and procedures.
- Support the capacity strengthening of CPs and WFP Field offices and technical units’ staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment, and reporting, developing required training materials for their future reference and consumption.
- Provide information and reports on partnerships for program and management briefings taking points reports and ACR.
- Guide to support staff, act as a point of referral, and assist them with analysis and queries related to FLA management.
- Any other assigned duties.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Language:
Fluency (level C) in English and Arabic are required.
Knowledge and skills:
- Must have strong organizational skills with an ability to work independently, as part of a diverse team, work and to take an idea from theory to practice.
- Have ability to work systematically, use initiative, good judgement, and to communicate complex matters both orally and in writing; proven ability to work in a team environment and achieve common goals.
- Have Training and/or experience utilizing computers, including word processing, spreadsheet, project management and other standard WFP software packages and systems
- Ability to work independently in a timely and organized manner.
- Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.
