Position: Policy and Stakeholder Engagement Team Lead

Location: Amman, Jordan

POSITION DESCRIPTION  

The Policy and Stakeholder Engagement Team Lead will support ERA to strengthen the capacity of the Reform Secretariat of the Ministry of Planning and International Cooperation (MoPIC) to liaise with relevant government institutions, private sector representatives across the ERA activity, other USAID programs, donors, and other stakeholders as identified and prioritized. The objective of the Team Lead is to implement reforms implementation process, build the Reform Secretariat’s capacity to monitor and learn, create feedback mechanism, make necessary changes during reforms implementation process; develop the Sustainability Plan for the Secretariat that overall will positively benefit the business enabling environment in Jordan.

DETAILED RESPONSIBILITIES

  • Lead the Secretariat’s capacity building process through liaising with relevant government institutions to insure smooth and effective implementation of the reforms. Monitor reform implementation process until completed and results presented to The Prime Ministry.
  • Identify the Secretariat’s capacity needs through reform assessments and impact analysis to help in making data-driven decisions on reforms.
  • Assist the Secretariat to self-identify priority issues in reform monitoring process, review current feedback mechanisms to help in building a system to track and report reform progress on time.
  • Improve dialogue between the Secretariat, public and private sector representatives, and establish reform steering committees led by the private sector to prioritize and improve private sector participation in decision making process. Encourage public private dialogue for more effective and transparent reforms process.
  • Develop the Reform Secretariat Sustainability and Independence Plan.
  • Build the Reform Secretariat’s capacity to monitor and learn from reform implementation process and create a feedback mechanism to strengthen reforms through amendments or introducing new reforms.
  • Coordinate facilitation of monthly ministerial economic committee meetings with line ministries to prioritize barriers and brainstorm inclusive solutions.
  • Solicit and incorporate input from reforms steering committees, prioritize gender and inclusion, and amend key laws and regulations, as needed.
  • Liaise with relevant GoJ stakeholders on short, medium, and longer term GoJ priorities as identified by the private sector or by proxy of USAID economic growth program and other donors.
  • Coordinate activities with ERA to establish feedback and communication loops on the progress of the reforms, identify challenges of private sector find solution ways, make recommendations accordingly.
  • Close collaboration and analyses of priorities identified by public & private sectors, and donors with the Business Enabling Environment Team Leader of ERA to share knowledge, priorities, and progress.
  • Contribute to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders.
  • Ensure collaboration and coordination, sharing of information, needs, and progress across all components of ERA, to work with all teams on GESI, MEL, Communications, and other matters as required.
  • Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USAID and other partners.
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values.
  • Contribute to and/or lead as assigned periodic planning documents, progress updates and impact reports for USAID.
  • Other tasks as assigned by the Chief of Party and DCOP-Technical.

QUALIFICATIONS

  • University degree in Economics, Business, International Trade, or any other relevant field from an accredited university required. Advanced degree (master's or higher) preferred.
  • At least 8 years technical experience in area of expertise.
  • At least 5 years of progressive management and leadership experience for managerial positions.
  • Demonstrated knowledge and experience in working with Jordan’s export and trade industry, in both the public and private sectors.
  • Experience with USAID and/or other international donor programs preferred.
  • Strong communication skills, both written and oral in English required. Arabic strongly preferred.
