BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2021, WFP reached 15.5 million children, of which 49% were girls, in 57 countries with nutritious meals, school snacks or take-home rations in the form of food or cash. WFP scaled up operations in 16 countries in humanitarian or fragile settings in 2021. In more stable contexts, WFP continued to work with governments to support national programmes, and transition to national ownership advanced in 14 countries. In support of the Sustainable Development Goals and aligned with current global evidence and consensus on the importance of supporting the health and nutrition of school children, WFP’s vision is to ensure that all vulnerable children have regular access to food in schools by 2030.
To support country offices, regional bureaus, and headquarter resource mobilization efforts for school feeding, the grant writer will be responsible for leading and crafting high quality and compelling proposals, specifically for countries submitting for competitive and complex USDA McGovern-Dole submissions. The assignment is remote, with periodic travel to countries. Throughout USDA McGovern-Dole bids, the grant writer will report to the senior partnerships officer (McGovern-Dole Team Lead) in School-based Programmes.
When supporting any other assignment, the grant writer will report to the lead in the hiring office, in consultation with a senior partnerships officer in School-based Programmes. The incumbent will work closely with country office, regional bureau, and headquarter staff during the assignment.
ACCOUNTABITLITIES / RESPONSIBILITIES:
- Manage the development of a USDA McGovern-Dole proposal for funding of a multi-disciplinary school feeding programme (together with a country office proposal coordinator).
- Participate in and contribute to School-based Programmes programme design workshop.
- Undergo desk review of relevant documents and programmes to establish country context, national objectives and priorities linked to human capital development, and with country office management vision and strategic leadership, write a strategic analysis. It should distil relevant information from national policy and strategy documents, sectoral plans, and academic publications on school health and nutrition programmes to craft narrative.
- Coordinate information received from country office and integrate into a proposal that meets USDA notice of funding opportunity requirements and content for all other proposal sections.
- Provide clear argumentation that outlines how the USDA McGovern-Dole project will support the Government move closer to its goal and be beneficial, and why WFP is best fit to implement it.
- Establish a final set of proposal documents to be approved by country office management and subsequently shared with School-based Programmes for submission to USDA.
- Participate in and contribute to annual workshop and quarterly team meetings on corporate portfolio strategy and current developments, and support guidance revision, as needed.
- The grant writer may use allotted days (to be covered by requesting unit/office) to: provide strategic and programme formulation support; write proposals or support resource mobilization efforts with other focuses including but not limited to multilateral funds such as Education Cannot Wait and Global Partnership for Education; provide drafting support on policies, strategies, white papers; support review and adaptation of school feeding guidance; or work as needed, in support to country offices, regional bureaus, and headquarter divisions.
DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:
A full McGovern-Dole proposal, following USDA's guidelines noted in the notice of funding opportunity. Additional assignments as agreed with contracting WFP office. Otherwise, as noted in accountabilities/ responsibilities
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Advanced degree in Education, Policy Studies, Agriculture, Political Science, International Development, Development Economics, Nutrition, Economics, or a field relevant to international development assistance
Experience:
At least twelve years relevant experience in Strategy Development, education-related programming, combined with experience in either agriculture and food security, nutrition, health or equivalent disciplines.
Knowledge and Skills:
Extensive experience in development of high-quality proposals, experience conducting high-level consultations with government, UN agencies, civil society organizations, familiar with WFP mandate and its relevant capacities for supporting host government national school feeding programmes; familiar with WFP school feeding policy and strategy. Successful track record of grant writing, knowledge and experience with USDA McGovern-Dole and/or United States Government Foreign Assistance priorities, including international trade. Demonstrated analytical, writing, presentation, and computer skills
Languages: Excellent command of spoken and written English.
