ORGANIZATIONAL CONTEXT:
The Head of Programme Delivery job located in the core of Yemen Country Office in Sana’a with the direct reporting line to Country Director. This role supervises several distinct and inter-related functions and coordinates with the respective internal and external stakeholders on cross-cutting matters. Yemen has around 1000 staff operating in a complex political environment running a very large and multifaceted operation spread in 10 locations. Due to complexities the Head of PDU / Chief of Staff provides the Country Director with a strategic support to maintain focus and follow up on several activities and initiatives.
JOB PURPOSE:
To oversee and lead functions such as partnerships, external affairs, strategic communications, innovation and special projects as well as CD front office to ensure synergies and effective delivery of results. In addition, to act as Chief of Staff with the objective to support the CD to achieve impact and improve CO outcomes by identifying gaps and solving problems in a dedicated and focused way partnering with CO senior managers as well as external stakeholders.
KEY ACCOUNTABILITIES (not all-inclusive)
- Oversee and lead several functions to ensure coherence and synergies in expected results; effectively supervise large multi-functional team.
- Facilitate approaches to overcome barriers that delay progress, connect units and resources, and mitigate risks, to enable leadership to stay focused on top priorities.
- Analyze the political and resource landscape, participating in complex negotiations, and exploring viable opportunities and new approaches for strategic engagement with key actors in order to reach advantageous outcomes.
- Analyze the emergency food assistance pipeline, targeting priorities, budgeting and spending priorities and help to close any resource gaps.
- Operate across units within WFP on a range of issues to ensure a shared understanding of goals and a shared commitment to the organization’s mission.
- Mobilize experts, internal and external, directing research and presenting information to provide strategic advice to Senior Management on a variety of high impact decisions. Oversee the regular publication of white papers, briefing documents, policy papers, etc.
- Serve as a channel of communication between the CD and staff; motivate staff to support the goals and objectives of the CO and CD.
- Operate at a tactical, strategic, and operational level, handling the oversight of projects that do not neatly fit within the organizational chart or that fall between departments or leadership areas of responsibility. Identify and engage with creatives and important personalities (writers, artists, musicians, actors) to amplify WFP’s messaging across a variety of platforms and media outlets, and to advocate for WFP in a range of forums.
- Provide information and other support to the CD and Deputies to strengthen capabilities, reinforce priorities, enable effective decision making and translate their vision into concrete results.
- Serve as a thought partner and strategic advisor to the CD, standing in on meetings, challenging ideas and offering a different perspective, and following up on action items with the team accordingly.
- Identify priorities, problems and issues with WFP-Yemen activities, propose corrective actions, liaise with relevant parties, identify and initiate follow-up actions.

- Ability to partner effectively with senior internal stakeholders as well as external stakeholders including important famous personalities to amplify WFP reach out.
- Ability to operate as Strategic Advisor to the CD offering different perspectives and connecting teams for effective results.
- Ability to analyze political and resource landscape anticipating issues and identifying opportunities.
- Demonstrated business acumen connecting functional results to the positive impact on WFP CO operations.
STANDARD MINIMUM QUALIFICATIONS:
Education:
You have:
- Advanced University degree in International Relations or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience:
You have:
- Eleven years or more (of which four international) of progressively responsible professional experience in humanitarian and business settings with an interest in international humanitarian development. Significant experience leading multicultural teams and working in development and emergency contexts.

TERMS AND CONDITIONS:
- This position is required for 1 year with a possibility of extension up to 4 years subject to the operational needs and availability of funding in Yemen Country Office.
- A limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period, to a max of 4 years.
- WFP offers an attractive compensation and benefits package in line with ICSC standards (https://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
- The position is based in Sana'a, Yemen and the selected candidate will be expected to relocate.
