ORGANIZATIONAL CONTEXT

This job is found in WFP Yemen Country Offices based in Sana'a Area Office and generally report to the Head of Sana'a Area Office or designate.

JOB PURPOSE

WFP Yemen moves towards mainstreaming the beneficiary identity management. The incumbent will apply their knowledge, skills, business analysis tools and techniques to ensure that country-level beneficiary identity and transfers management implementation needs, and expectations are met and strategic planning requirements are fulfilled, and relevant business input is provided. This involves initiating, leading, and monitoring a portfolio at Area Office level implementation projects to implement the new processes and tools in the prioritized governates and districts.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Strengthen Targeting and beneficiary identity management and processes in the field office, capacitate the involved stakeholders on all related areas, including data collection, data management, storage, transfer, and erasure through expansion of the use of digital solutions.
  • Provide technical advice or mobilise technical expertise on Targeting exercise and participate in discussions with relevant stakeholders in the design and applicability of the targeting criteria, verification/registration processes with key objective to meet those most in need.
  • Contribute to preliminary Targeting and Registration assessments on defining the Beneficiary Identity Management approach for relevant interventions.
  • Ensuring strong awareness of targeting criteria and effective capturing of vulnerability details for beneficiaries as relevant.
  • Ensure understanding of and compliance with WFPs Personal Data Protection Policy.
  • Contribute to the preparation of accurate and timely reporting on Targeting and Registration
    that enable informed decision making and consistency of information presented to
    stakeholders.
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing
    projects and highlight potential risks to project delivery.
  • Support the identification, development, and management of potential partnerships to
    collaborative working leading to improved Targeting and Registration activities.
  • Support the capacity building of WFP staff, partners, and national government to prepare for
    and respond to food assistance needs, e.g. through providing inputs into training materials.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with
    analysis and queries.
  • Train various stakeholders in data management and undertaking community-based participatory exercises for beneficiary selection
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

You have:

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Information technology, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

You have:

  • At least 3 years of relevant and progressively responsible work experience in a humanitarian organisation, with demonstrable international field experience dealing with Beneficiary Identity Management, large scale beneficiary registration in complex operations, accountability to affected populations, protection, human rights and gender-based violence issues. This should include experience working in conflict or conflict contexts. In-depth field experience in emergency contexts is highly desirable.

Language:

You have,

  • International Professional: Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

TERMS AND CONDITIONS

  • This position is required for a period of consecutive 11 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
  • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
  • WFP offers an attractive compensation and benefits package in line with WFP HR Manual.
  • The position is based in Jordan, Amman and the selected candidate will be expected to relocate.
