Org. Setting and Reporting

This position is located in the Office of the Chief of Mission Support (OCMS) in Amman, supporting the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the United Nations Mission to Support the Hudaydah Agreement (UNMHA). The Administrative Officer will report to the Administrative Officer at the P-4 level based in Amman.

Responsibilities

The Administrative Officer is responsible for effectively and efficiently supporting all administrative matters related to the Office of the CMS, and providing general administrative support to OCMS staff. Within the limits of delegated authority, the Administrative Officer will perform the following duties:
Human Resource Management
• Effectively coordinates with the Human Resources Section actions related to the administration of human resource activities in OCMS, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN Rules and Regulations.
• Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
Budget and Finance
• Takes the lead with respect to the preparation and implementation of the work programme of OCMS, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
• Monitors and reviews the work programme and budget of the OCMS by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinate the production of programme reports.
• Define requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
• Develop and implement procedures to ensure that accounting and financial management controls are consistent with UN policy and practice.
• Supervise and/or provides guidance on financial administration and management information issues and practices to OCMS colleagues.
• Provides guidance and leadership to more junior staff in OCMS.
General Administration
• Provides oversight on the payment for services related to cost share arrangements with the UN Country Team in Mission duty stations.
• Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
• Act as focal point for Delegation of Authority administration, and recording of exceptions.
• Maintains close communication with the UN Resident Coordinator’s offices on all operational management aspects in Mission duty stations., and coordinates with host governments, related authorities, and external partners; to ensure proper registration of diplomatic and non-diplomatic personnel, and processes privileges and immunities requests;
• Supports initiatives to enhance external coordination and cooperation, and support the Joint Action Plan and Cooperation Protocol between OSESGY/UNMHA and respective partners, as appropriate
• Performs other related work as required.

Education

High school diploma or equivalent is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is desirable.

Work Experience

• A minimum of ten years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, finance, accounting, human resources, audit, or in other related fields, of which three (5) years should have been at a supervisory level is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first level University degree.
• At least two years’ of experience in coordination and liaison with host governmental authorities is required;
• Experience in international operations in a post-conflict environment is desirable.
• At least five years of experience providing strategic administrative advice and support to senior managers, at the Senior level is desirable
• Experience in handling complex organizational issues at the regional and international level is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by informal interview.
