Government Liaison Officer

The IRC has been operating in Jordan since 2007 and works with partners through a client-centered approach to achieve resilience and dignified life for the most vulnerable communities across the country. The IRC in Jordan has reached over 620,000 clients at our community centers, clinics, and via mobile teams providing an array of integrated services that improve the health, safety, educational opportunities, and economic well-being of refugees and vulnerable host communities.

IRC has developed its Strategic Action Plan for 2022 -2024 prioritizing the following seven outcome areas: gender-based violence, physical and mental health, long-term economic stability, sexual and reproductive health, early economic recovery, school-aged children and learning, and safety in communities. The IRC targets vulnerable host communities and refugees: persons with disabilities, youth, heads of households, women, and girls, children, and older people. IRC aligns its work with the Jordan Response Plan (2020-2022) of the Government of Jordan, the Jordan Compact, and the Regional Refugee and Resilience Plan for the Syria crisis.

Scope of work

The Government Liaison Officer (GLO) plays a key role in IRC Jordan’s efforts to facilitate principled engagement and strengthen partnerships with the government. The GLO will support engagement and relationship building between the IRC and the Government of Jordan; relevant government ministries and agencies; and governorate and Local administrations and facilitate and guide efforts to build collaborative partnerships.

The GLO is responsible for maintaining, further developing, and growing IRC’s existing network and communication channels with the Government of Jordan (GOJ), plus submission of new proposals through JORISS for approval and ensuring the preparation and timely submission of all government reports to key ministries.

Responsibilities:

  • Build and maintain positive and harmonious relationships with MoPIC, MoSD, MoL, MoMA, and any other relevant governmental body.
  • Work with the CD, DDP, Grants and Partnerships Coordinator, Program Coordinators, and Advocacy & Communications Team to identify government entities and local government departments relevant to the IRC’s priority outcome areas and programs and identify GoJ strategies and priorities.
  • Compile and synthesize relevant policy changes, circulars, by-laws, instructions, and governmental strategies and support programs in adapting programming, inform advocacy efforts, and align proposal development processes with emerging governmental priorities.
  • Assist field programs in building and maintaining good relationships with local governmental bodies (Ministries Directorates, Municipalities, Governorates) and other influential partners.
  • Develop engagement strategies for each of the relevant government entities and local government; and document a detailed understanding of the Government of Jordan approval processes.
  • Develop accurate proposal submissions, as well as narrative and financial reports to all related governmental bodies, by working closely with the grants and program teams in a timely manner.
  • Ensure quality information management through regular maintenance of submission trackers (new proposals, reporting, networking), and their timely updating.
  • Facilitate compliance of programs with the Government of Jordan requirements and raise issues affecting compliance to the Senior Programs Coordinator, Grants, and Program Coordinators.
  • Provide support to programs in securing project approvals & solving any outstanding challenges in obtaining vital approvals from the GOJ, by building on and feeding into advocacy efforts, and coordination among other INGOs, donors, and partners.
  • Assist programs in preparing, reviewing, and documenting Memorandums of Understanding, Collaborative Agreements, and subsequent modifications as needed, with the GOJ.
  • Ensure programmatic rationales are in line with GoJ regulations.
  • Organize workshops, roundtables, and other forms of engagement with the GoJ for programmatic purposes and on all levels.
  • Assist in the IRC’s engagement with Greater Amman Municipality and other partner Municipalities.
  • Facilitate visits from the government to IRC field operations and vice versa.
  • Contribute to the implementation of the Government Engagement Strategy.
  • Monitor national and regional media to identify and analyze events and trends that may impact IRC’s country operations
  • Other duties as required.

Key working relationships:

The Government Liaison Officer (GLO) reports to the Senior Programs Coordinator. The candidate also works very closely with the Grants Coordinator and Manager(s), Partnerships Team, Program Coordinators/Managers, Operations Team, Finance Team, and Advocacy & Communications Team.

Qualifications:

Education:

  • BA required preferably in political science, public administration, social studies, or a related field.

Work Experience:

  • At least 5 years of professional work experience working in or with the GOJ.
  • At least 3 years of professional experience with an organization that implements development or humanitarian projects.
  • In-depth understanding of GOJ approval processes and procedures.

Other Skills:

  • Understanding of the JRP process including JORISS system, project applications, and reporting to line ministries.
  • An excellent understanding of Jordanian government functions and procedures
  • A professional standard of written and spoken English and Arabic, with the ability to translate documents clearly and accurately, as well taking notes in meetings.
  • Demonstrated competencies in drafting official letters in Arabic.
  • Ability to connect with diverse partners (in meetings, by phone, Skype, and email).
  • Advanced proficiency in MS Office.
  • Excellent interpersonal skills and ability to determine priorities and meet multiple deadlines.
  • Diligent with good multi-tasking abilities.
  • Able to work well both within a team and independently, in high-stress and fast-moving multicultural environments.
  • A high level of flexibility and responsibility

Working Environment: Standard office working conditions based in the Amman office, with occasional visits to the field programs.
