DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION :
Questscope began work in Jordan in 1994. In an initiative for the Juvenile Correctional System, sponsored by the Ministry of Social Development and the World Bank, Questscope developed one of the largest civic engagement programs in Jordan, training 4,000 student volunteers from Jordanian universities to mentor 6,000 young people in conflict with the law – at risk of delinquency and incarceration.
From 2000, in an exceptional GO/INGO partnership, the Ministry of Education and Questscope introduced an accredited non-formal education program – unique in the Arab world – that has enabled thousands of out-of-school young men and women to continue their studies.
In 2013, Questscope adapted the mentoring approach to the particular circumstances of young people displaced by war and violence in the Za’atari Refugee Camp. Questscope launched a Youth Center that has reached out to more than 2150 young people in the camp, completely led and directed by a core team of 40 visionary Syrian volunteers.
Since its founding in 1988, Questscope has implemented successful mentoring, education, and emergency aid initiatives for thousands of disadvantaged youth, in partnership with USAID, UNICEF, UNFPA, the European Union, the World Bank and others. Questscope has created programs in Jordan, Syria, Lebanon, Northern Iraq, Yemen and Sudan.
PRIMARY PURPOSE OF THE POSITION
The STS will create MHPSS training and implementation tools in close coordination with Questscope personnel; will oversee the development of monitoring and evaluation tools; will lead the regional expansion of MHPSS activities for Questscope, and will liaise with local and regional coordination bodies in the MHPSS sector.
MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
Project Management & Implementation
- Donor communication and fundraising.
- Technical management of staff/teams
- Collaborate to produce timely, high-quality reports to the donor, with adequate lead time for all parties to review and contribute.
- Provide leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones.
- Formulates, establishes and oversees a project development plan with overall project management responsibility for assigned project activities, to include implementation and execution of work against the plan and budget, ensuring reports, deliverables and other special contract requirements are met and completed on time, and resolving technical issues that may arise.
- Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
- Participate in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization.
- Represent Questcope in coordination meetings, working groups and external relationships.
Technical
- Main liaison with INGO/international MHPSS actors.
- Manage the development of new MHPSS projects, including project ideation and brainstorming
- Lead trainer for ToTs and ToFs.
- Manage the development of training and supervision manuals.
- Technical supervision of regional trainers.
- Manage the development of new technologies associated with QS MHPSS interventions
- Manage the mainstreaming MHPSS
Monitoring, Evaluation & Learning
- Final review of donor reports.
- Assist in the design if MHPSS indicators for QS teams.
- Manage quality assurance with M&E team.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
- Relevant advanced degree (masters and/or PhD in Psychology, or similar) or Development Studies or any other related discipline.
- At least 5 years of professional work experience in MPHSS in complex and conflict-affected environments.
- Experience in trauma recovery and/or trauma-focused MHPSS programs
- Demonstrated ability to write about and speak about MHPSS with accuracy, fluency, and technical clarity
- 3 years or more experience on project grant life cycle; proposal development, budget monitoring, reporting, and other compliance related issues.
- Proven ability to exercise the initiative and resourcefulness necessary for prioritising multiple clusters/components in projects.
- Ability to develop clear goals and identify priority activities and assignments.
- Ability to establish and maintain effective working relationships with others in team environment and with people of diverse backgrounds, culture and nationalities.
- Ability to establish and maintain effective relationships with colleagues, other staff, outside collaborators, including NGOs, academic institutions, private sector and government departments.
