Job Description

Title:Senior HSE Engineer (Drilling) – 6/3 Offshore Rotation
KBR is looking for Senior HSE Engineer (Drilling) for 6/3 Offshore rotation to be based in UAE.
JOB PURPOSE:
Implement HS&E in the line through guidance, technical support and HS & E leadership. Undertake specialist HS&E duties including custodianship and leadership in accident investigations, methodology, environment monitoring techniques and training). Supervise and direct health, safety and environmental (HS&E) activities within the ADNOC UDR Drilling organisation and covered within the HS & E policies of ADNOC UDR Drilling, and the client to provide professional advice to field staff on all matters pertaining to HS&E.
KEY ACCOUNTABILITIES:
Job Specific Accountabilities

  • Supervises assigned personnel engaged in the provision of HS & E services at work locations. Receives reviews and confirms or amends reports submitted and countersigns the same. Coordinates their daily programme indicating areas in which they are to work and ensures that adequate documentation and materials are issued for the task. Guides and provides mentoring for rig based contractors HS & E Engineers (Field Based).
  • Ensures development of the Health, Safety and Environment Management System (HS & E MS) programme in line with personal experiences in the field and discussions with field-based personnel. Makes suggestions to supervisor relative to adopting procedures that fulfil a real need in the field. This includes advising management on MOC (Methods of Change) in which procedures are put in place prior to any physical changes being made to the rig. Reviews drawings of engineering designs and modifications (such as joints) to ensure compliance with HS & E rules and procedures. Ensures safety measures for such as welding activities.
  • Monitors and audits the issue and implementation of the work permit system and drilling activities to ensure adherence to appropriate work procedures and regulations by monitoring documentation on board the rig. Identifies and advises of shortfalls and monitors upon next visit to ensure compliance with such regulations.
  • Monitor all assigned rigs HSE performance KPI and HSE objectives, and to provide the necessary advice for HSE improvement.
  • Act as a focal point for HSE Campaigns to provide necessary posters, collaterals and presentations.
  • Undertakes regular inspections of drilling, work-over and exploration rigs and workshops connected to drilling operations to ensure that adherence to HS & E safety standards and codes of practice. Identifies hazardous areas/practices and recommends/ensure implementation of immediate remedial action where appropriate.
  • Furnishes expertise and advice on safety matters to rig supervisors undertaking self-inspection programmes and participates in developing and improving checklists. Monitors implementation of outstanding items already identified as requiring remedial action.
  • Identifies high-risk activities and conducts risk assessment of potentially hazardous operations and recommends appropriate control procedures. This includes hazards associated with chemicals and other harmful substances produced within the operational process and advice on maximum threshold limits.
  • Liaises with Manager (Rig) to conduct and co-ordinates emergency plans in order that staffs are familiar with the exercise. Prepares scenarios and highlights areas in which response can be improved.
  • Investigates and studies accidents and near misses involving personnel, property to determine causation factors and identify corrective action and preventive measures that will eliminate occurrences and follow up action necessary. Prepares and issues flyers and safety alerts following such incidents in order that others are aware of the dangers and suggested remedial action.
  • Receives and reviews suggestions to improve procedures from operational staff, studies the same and, where appropriate, incorporates such suggestions into operational procedures. Monitors and audits compliance with reporting and investigation procedures recommending areas in which the reporting or investigating may be improved.
  • Arranges for preparation of monthly and other statistical reports, reviews the same and resolves any queries prior to submitting to supervisor for publication or issue.
  • Liaises with supervisors to identify staff in need of HS & E training and arranges for such training by co-ordinating with training staff. Monitors course content by physically attending, participates in presenting such courses and takes every opportunity of promoting HS & E matters at all times.
  • Periodically checks, or arranges for checking of HS & E equipment at work locations and ensures that it is present, accessible and in good working order.
  • Participate in hazard identification workshop for rig HSE Case Study.
  • Runs safety induction course at head office.
  • Performs related duties as assigned such as conducting audits on contractors working with ADNOC Drilling, participating with client staff in audits of rigs, participating in formulation of emergency plans, undertaking technical evaluation of equipment, acting as duty office in the emergency control room and the like.
  • Maintain records of assigned rigs (drop, noise surveys etc) and follow up all actions.
  • Develop and maintain the HSE plan for new rigs and rigs at major maintenance.
  • Comply with personal contract (objectives and KPI) and Corporate HSE annual plan.
  • Review and update bridging documents as required.
  • Conduct interview for new hire FSE candidates and monitor their proportional period.
  • Comply with all UAE, ADNOC, ADNOC Drilling and client Asset Integrity Management codes of practice.

Supervision

  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets

  • Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Implement approved Section policies, processes, systems, standards and procedures in order to support execution of the Section's work programs in line with Company and International standards.
  • Comply with all applicable legislation and legal regulations.

Performance Management

  • Contribute to the achievement of the approved Performance Objectives for the Section in line with the Company Performance framework.

Innovation and Continuous Improvement

  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines across the Division in line with international standards, best practices and Corporate Code of Practices and to ensure integrity and safety of assets.

Reports

  • Provide inputs to prepare Section MIS and progress reports for Company Management.

5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal

  • Has frequent contact with operational departments at up to division head level for exchange of information and discuss loss control aspects.

External

  • Has regular contact with contractor staff when reviewing their procedures.

6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification

  • Bachelor's Degree in safety or an Engineering discipline.
  • NEBOSH IGCs.

Minimum Experience & Knowledge & Skills

  • 15+ years experience in the field of occupational health, safety and operations.
  • Proven English language level., Knowledge of Arabic would be an advantage.
  • Presentation and leadership skills.
  • Microsoft Office Computer skills.

  • Some physical effort (climbing, walking & standing) is necessary when visiting operational areas.
