Duration: 12 months with a possibility of extensions

Background and Purpose of the Assignment:

The World Food Programme has supported the people and governments of Africa for over half a century on issues ranging from ending poverty and hunger to sustaining peace and promoting stability; and for nearly two decades, the organization has engaged the African Union (AU), a political institution established to articulate and advocate continental political, economic and social development ambitions and priorities.

In recognition of the AU’s growing importance and influence in global and continental affairs, WFP has been enhancing its engagement, advocacy and technical support to promote implementation of AU decisions, policies, strategies and programmes. WFP’s support to the AU is coordinated by the WFP Africa Global Office based in Addis Ababa, Ethiopia.

WFP is actively engaged with three different Departments at the AUC: The Department of Education Science Technology and Innovation (ESTI), Health Humanitarian and Social Development (HHS) and Agriculture, Rural Development, Blue Economy (DARBE).

To ensure continued technical support to the Department of Health, Humanitarian Affairs and Social Development (HHS), the United Nations World Food Programme is seeking a Partnerships Officer.

Purpose of Assignment

To support the African Union in the implementation of the below activities as well as aligning WFP activities with the emerging issues within the African Union, WFP wishes to second an External Partnership Officer to the African Union Commission- Department of Social Affairs.

The External Partnership Officer will work under the direct supervision of the (External Partnership Officer – International – if the position is availed. If not, then it’s under the supervision of the) Director for Health, Humanitarian Affairs, and Social Development at the African Union – African Union Commission Dept of Social Affairs in close collaboration with WFP Office to the African Union.

KEY ACCOUNTABILITIES (not all-inclusive)

• Support the Department of HHS in their consult with member states through the Permanent Secretaries and Ministers of Health, Nutrition and Population. This includes the preparations of STC and reporting to Heads of State and Government.
• Support the organization of High-level events – technical consultations, seminars, study and field visits; Analyse policies and strategies for strengthening cooperation for the effective implementation of WFP -AUC joint activities; Provide general assistance in research and technical area, including responds to complex information requests and reviews and draft of technical documents such as concept notes, terms of reference and technical paper drafts;
• Support in the implementation the Cost of Hunger in Africa Study, especially the next phase of the implementation and within the Framework of Africa Regional Nutrition Strategy in partnerships with other departments, AUDA-NEPAD and other UN agencies.
• Support implementation of post AU Malabo Extraordinary Humanitarian Summit and pledging conference activities and the establishment of the AU Humanitarian Agency
• Perform other related duties as required.

Deliverables at the End of the Contract:

  • Increased engagement and commitments of the AU and its bodies towards the School Meals Coalition.
  • Financing plan developed to support the Member States strengthen and scale-up programmes.
  • Initial engagement plans have been set up with key IFIs, such as AfDB and IsDB.
  • The HGSF Cluster is strengthened and serves as a coordination mechanism for agencies across the continent.

STANDARD MINIMUM QUALIFICATIONS

Education:
Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Humanitarian Action or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses
Experience:
• At least five (5) years of experience in a relevant field of work, with a background and interest in international humanitarian development, partnership and/or high-level advocacy
• Good understanding of humanitarian issues, principles, strategies, and policies
• Experience working with international organizations, with knowledge of the African Union

Knowledge & Skills:
• Exceptional written and oral communication skills, with strong demonstrated ability to convey complex ideas in a clear, direct, and lively style
• Ability to work independently, operate under pressure, manage multiple tasks, deliver time sensitive, high-quality work, and meet team objectives
• Understanding of data and information pertaining to humanitarian efforts
Languages: Excellent command and highly proficient in spoken and written English (C1 Effective Operational Proficiency). Working knowledge of French preferred

  • Strong knowledge and understanding of the African Union structure, processes, and frameworks.
  • Exceptional written and oral communication skills, with strong demonstrated ability to convey complex ideas in a clear, direct, and lively style.
