TEAM/PROGRAMME: TREE

LOCATION: Amman Office and field

External representation and communications: Level 2

Level 3 – the responsibilities of the post may require the post holder to have infrequent contact with or access to children or young people

ROLE PURPOSE:

The main purpose of this role is to support with the ensuring and promoting of continuous quality in the implementation of the TREE program activities based on evidence, analysis and lessons learned.

The MEAL Officer will be responsible for supporting the TREE team through monitoring and reporting on the progress of the program and extracting lessons learned important to improving the process and the results of the program. The officer will support with the management of the accountability mechanism of the program, as well. They will also help gather data for MEAL purposes as well as for the evaluation research studies being conducted as part of TREE.

SCOPE OF ROLE:

Reports Directly to: Senior Research and Policy Specialist

KEY AREAS OF ACCOUNTABILITY:

Monitoring and Evaluation:

  • Work closely with the Senior Research and Policy Specialist to ensure that logframe is up-to-date and is reflective of program’s theory of change and results chain.
  • Ensure that MEAL plan and instruments are developed/adapted as necessary to measure logframe indicators and other process and ouput indicators not included in the logframe.
  • Gather quantitatve and qualitative process and progress data regularily and accurately and organize and interprete it appropriately.
  • Automate MEAL instruments, using open access platforms such as Kobo and Tangerine.
  • Ensure MEAL instruments are user-friendly and are distributed in a manner that is accessible.
  • Ensure that data is being stored appropriately and in a accessible manner to the rest of the MEAL team and that ethical practices are being observed.
  • Perform descriptive and statistical data analysis and report on program progress as apporpriate.
  • Perform qualitative data analysis and report on quality of implementation and participants’ experiences as appropriate.
  • Participate in the writing of program progress reports.
  • Conduct regular field visits as appropriate to support quality implementation of the project and share regular feedback with relevant stakeholders.
  • Participate in the building of the capacity of evaluation research assisstants through co-training them on data collection, ethics, and procedures.
  • Participate in the gathering of ouctome and impact data and/or the supervision of data collectors/research assisstants teams as approriate and make sure data is accurate and reliable.
  • Perform ocassional data entry and data cleaning as appropriate and ensure data is organized and accessible to appropriate parties.
  • Participate in external research partners and engage in the planning as well as the implementation process.
  • Provide support and feebdack for the enhancement of MEAL instruments based on evidence.

Accountability

  • Participate in the setting up and strengthening of the accountability mechanism(s) and the larger accountability cycle.
  • Share feedback, complaints, and lessons learned extracted from the accountability mechanism with relevant parties and ensure the loop is closed and that feedback and complainst are addressed as appropriate.
  • Ensure that information/responses are being communicated back to beneficiaries in a clear and appropriate manner and that meaningful participation of affected population is taking place.

Learning:

  • Participate in and co-lead the planning and implmenetation of program review/lessons learning/reflection workshops and events.
  • Routinely collect and produce process and programmatic lessons learned and share with team to inform program review and improvement.
  • Participate in the planning and implementation of external events aimed and exchanging lessons learned with other stakeholders in the sector, such as webinars, rountable discussions, etc.

Operational aspect:

  • Support the Senior Research and Policy Specialist in preparing timely program and donor reports in compliance with internal SCJ requirements and any relevant external donor requirements.
  • Build excellent relationships for influence with the school community members and other stakeholders.
  • Provide effective, innovative leadership in the field to facilitate the implmenetation of research MEAL procedures.
  • Coordinate effectively with project’s team members to document projects’ achievements (quantitative and qualitative).
  • Coordinate effectively with support services (Communications, Finance, Logistics, …etc) to ensure smooth delivery of services as appropriate.
  • Coordinate with the relevant key stakeholders and partners to ensure smooth delivery.
  • Ensure adherence to the Child Safeguarding Policy and reporting procedures.
  • Any other tasks assigned by the Senior Research and Policy Specialist

QUALIFICATIONS AND EXPERIENCE

  • Bachelor Degree or Masters in any relevant specialization.
  • At least 3 years of proven experience in carrying out MEAL tasks in an International/National NGOs preferably.
  • Familiar with implementing education interventions in MoE public schools.
  • Excellent data management skills and familiar in differ online data collection design and tools (e,g., Kobo, Tangerine, etc).
  • Excellent data analysis skills using both quantitative data analysis softwares (e.g., excel, R, SPSS) and qualitative data analysis softwares (e.g., Nvivo).
  • Experience in writing progress reports in the English language.
  • Experience in working with Power BI preferable.
  • Attention to details and ability to use judgment and evidence to make sound decisions.
  • Excellent planning, management and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities.
  • Excellent interpersonal skills and problem-solving skills.
  • Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities and other partners.
