Learning & Development Advisor
I. CONTEXT
The creation of the regional platforms has provided OCP with a great opportunity to enhance a
certain number of key activities including L&D through staff mobility and training offers for example.
However, the potential that was created is still untapped for many reasons including the time
required for finding the optimal positioning of the platforms within a system that was used to
operate in a given way.
The L&D department in Paris is now entering into the next step of defining a strategy and a suited
structure.
In this context, the Dubai platform must adapt its activities to the most urgent needs that would
require a strong field presence. The candidate shall be willing to travel within the region 70% of the
time and between 2-4 weeks for each movement to the field.
II. MAIN ACTIVITIES/JOB PROFILE
Field support
The position is meant to create regional support with a high focus on field activities to ensure we are
capable to answer the operational needs identified by the cells. It is important to keep a strong
consistency between our mission and to capitalize on what is done/has been done.
1. Contribute to the creation of tools and processes that will facilitate the learning and
development of staff in the missions.
– Evaluate the need for learning and development supports and tools necessary for the land in
the area
– Help to pilot new L&D initiatives in the region
– Once the need for the creation of a regional training has been identified, coordinate the
conception, development, follow-up, and evaluation of the training.
– Ensure implementation of the L&D priorities within the region
2. Acting as a technical referent for staff development activities in the region
Provide direct technical/practical inputs/support to the teams from the L&D diagnostic to
the writing of the L&D strategy and from the need assessment to the selection and
implementation of the right L&D solutions.
– Advise the missions on how to develop a learning & development strategy for the mission in line with the overall OCP L&D strategy.
– Support HR teams in the field to set up the HR composition of the L&D team/support needed to implement the L&D strategy written by the mission.
– Provide technical supervision for L&D teams in the area of coverage (guidance on technical choices, toolkit maintenance and update, backup whenever it’s necessary, etc.).
– Brief, debrief, and do capacity building for teams involved in L&D activities.
– Promotes the use of generic L&D principles and standards for existing interventions
L&D relay and implementer
The L&D will be the primary interlocutor for any L&D initiative in the region and will ensure smooth collaboration towards the definition of priority between the needs
1. Act as the primary interlocutor for L&D activities in the region, establishing an effective connection between the L&D Department and the teams operating in the region.
In close collaboration and acting as a support with HQ teams, other L&D advisors, the cells, and the missions:
– Relay the activities and tools of the L&D department (eg. Mentoring & Coaching offer, new “Bilan cycle”, new learning initiatives, training catalog…) and make sure that the teams in the field are having timely and comprehensive access to relevant tools, resources, and information.
– Help the teams in the region to provide the L&D department with the required output within the defined timelines.
– Ensure proper understanding & integration of regional specificities (needs, constraints, opportunities, etc.) in the definition/implementation of L&D strategies at the OC level.
– Animate “Welcome to MSF” session regionally
2. Emulate networking
– Reinforce resource sharing and common initiatives with other sections in the region.
– Maintain active networking with reference Training and Education Institutions and Providers and looks for opportunities for alliances and partnerships that can enrich the portfolio of available learning solutions and resources.
– Identify common learning needs in the region, and the best modality to cover them.
PROFILE
Education and Experience
▪ Strong interest in educational sciences/Pedagogy, diploma preferred but strong experience/expertise in adult learning principles and their application in program design and development as a minimum (Mandatory)
▪ Management experience in the field, preferably in MSF or similar NGOs (Mandatory)
▪ Bachelor or master’s degree in the field of interest
▪ Experience in Project Management is an asset
▪ Experience in People Development is an asset
▪ Experiences working in training & development functions, preferably in international and multi-cultural settings.
▪ Experience with e-learning is an asset
Capacities and skills
▪ IT competencies: Word, PowerPoint, and Excel are essential
▪ Languages: English – written and spoken (Mandatory) / Arab or French an asset

Terms of employment:
Work location: 70% in our field location within the region / 30% Middle East Office based (Dubai
preferred, and other location will be considered).
Contractual status: Open Ended Contract
