ORGANIZATIONAL CONTEXT

WFP’s Insurance function is a key part of the Operational Risk Mitigation Service (SCOR) which sits within the Supply Chain and Emergency Department. SCOR oversees WFP’s operational risk exposure and in coordination with relevant services, seeks to minimize and alleviate effects of uncertainty and maximize financial recovery in case of loss. SCOR develops and implements risk management and insurance programmes to respond to evolving organizational needs, offering wide ranging insurance programmes including:

  • Self-Insurance Retention (Captive) Scheme of Goods in Transit, Cargo Insurance for Bilateral Shipments;
  • Comprehensive Charterer’s Liability Insurance;
  • Non-Owned Aircraft Liability Insurance;
  • Cash-in-Transit Insurance;
  • Malicious Acts Life Insurance;
  • Public, Products and Pollution Liability cover including Contingent/Excess Motor Liability;
  • Personal Accident Insurance for WFP staff travelling aboard military or state aircraft:
  • Commercial Crime Insurance.

SCOR works with relevant services to design and implement effective risk mitigation solutions, provide pre-emptive guidance on practical loss prevention, coordinate the determination of causes of loss and damage and direct salvage, reconditioning and disposal of any damaged cargo.

THE ROLE

Under the general supervision of the Director of the Operational Risk Mitigation Services (SCOR) and the direct supervision of the Senior Insurance Analyst, you will be responsible for analysing and evaluating operational risks, collecting, and performing statistical analysis of insurance data. You will be responsible for providing expert technical advice, digitalising risk, and insurance services, and leading the delivery of innovative technology/data solutions to SCOR. This includes the delivery of the new cloud-based Risk Management Information System (RMIS). In this role, you will coordinate functional teams and serve as a bridge between the business and WFP’s corporate Information Technology Division to ensure solutions developed are in line with the latest technology standards in relation to Architecture, Security, Data, Compliance and Usability.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate the technical delivery of the new Risk Management Information System (RMIS) which includes managing the vendor and ensuring the agreed solution is developed according to the business needs and requirements in line with the project plans and budgets to ensure an effective and efficient project outcome.
  • Analyze and translate insurance business requirements into system/functional requirements and produce functional requirement documents, covering records management requirements, incl. business processes, data models, information governance and data quality.
  • Guide SCOR’s adoption of the RMIS to facilitate data consolidation, automated workflows, leverage reporting and analytics, to enable SCOR to convert risk into strategic advantage and make more informed decisions.
  • Analyse the context of Risk Mitigation business needs and lead the design and management of the digitalised supply chain business network from a risk insurance perspective to proactively mitigate and/or address dynamic business challenges to ensure optimisation of digitalised operational and claims reporting.
  • Identify, design, and plan other innovative business IT solutions leveraging new technological capabilities for SCOR, while ensuring timely, efficient, and cost-effective implementation and reporting. Perform reviews of insurance business processes to ensure effective design and implementation.
  • Coordinate continuous improvement of existing systems to ensure alignment with changing business needs and minimize maintenance workload.
  • Manage, guide and coach the IT/data product development team to deliver integrated solutions to quality, time and in a cost-effective manner.
  • Map the business processes in risk and insurance management – underwriting, claims and loss prevention into digital and automated recommended solutions using technology.
  • Coordinate training and guidance of the team’s technology adoption and motivate the team to adopt technological solutions that will improve the way they work, leading to better efficiency and value for WFP.
  • Participate in the formulation and implementation of business policies and procedures for the digitalisation of risk insurance operations in both WFP’s Rome headquarters and Country Offices.
  • Provide insurance data analysis to draw insights about accuracy of records, compliance, claims, underwriting appetite, underwriting operations, and emerging risk trends, and prepare reports as requested.
  • Utilize data management tools to organize insurance datasets; work with multiple large datasets to develop comprehensive and easily segmented reports.
  • Perform insurance claims/systems monitoring and administration to ensure compliance with respect to data integrity, data security and user management.
  • Contribute to continuous operational risk review by sharing obtained insights and information.
  • Assist with insurance/underwriting data collection and submissions for policy renewals.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • An Advanced University Degree (Masters Degree or equivalent) in Computer Science, Information Technology, Information Systems or related field, or a First University Degree with additional years of related work experience and/or trainings/courses;
  • Training and qualification in insurance technology and or digital insurance

EXPERIENCE:

You have:

  • At least five years of relevant work experience in Information Technology
  • Direct experience managing the implementation and rollout of a Risk Management Information Systems.
  • Good understanding of insurance processes such as claims management, policy administration, subrogation, incident management.
  • Experience guiding non-technical teams to adopt new technology.
  • Strong experience in computer programming and data modelling, analysis and reporting tools.
  • Experience working in cross-functional teams to deliver technical solutions.

ADDITIONAL / NICE TO HAVE REQUIREMEMTS

You have:

  • Experience effectively managing the development of major information systems.
  • Experience of digital technologies used in the Risk and Insurance industry.
  • An in-depth knowledge and proficiency in software development technologies and methodologies, experience in developing high-quality IT solutions using Agile (Scrum).
  • Knowledge of delivering and integrating SaaS based solutions.
  • Experience providing data integration services with multiple systems using APIs

LANGUAGE:

You have:

  • Fluency (level C) in the English language;
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP working language).

TERMS AND CONDITIONS

  • The is an International Professional position (non-rotational) and is open to all nationalities.
  • The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
  • Mobility is and continues to be a core contractual requirement in WFP. This position however is classified as ‘’non-rotational’’ which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards, including basic salary, post adjustment, relocation entitlement, travel, visa, shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, pension plan and medical insurance.
