HR Officer

CONTEXT

The Logistics Support Centre with around 100 employees anticipates proactive support from HR throughout the year and partially covering all facets of HR.

PURPOSE

​Under the direct supervision of the Lead HR Manager, the HR Officer 2 will manage the complete Employee Life Cycle (ELC) for the Logistics Support Centre (LSC) based in Amman.

The HR Officer 2 works closely with the Head of LCS and acts as “HR Business Partner” to the LSC to understand its business, challenges, and opportunities.

RELATIONSHIPS

• Internally, interacts with HR Team, Mobile and Resident Staff, LCS Management, Coordinators, Shared Services and other Centre of Expertise.

• Externally, interacts within the broader HR community beyond ICRC and within the humanitarian sector, when needed.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide additional support to the HR department when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

In close collaboration with the lead HR Manager and Head of LSC, the HR Officer is responsible to ensure efficient and effective day-to-day administrative HR support to LSC.

Core responsibilities.

  • Partially responsible for executing the key HR processes such as hiring, contract management, performance management, employee relations, disciplinary measures, staff learning & development, staff separation etc.
  • Ensuring staffing gaps at the LSC are proactively identified and position are filled in a timely manner.
  • Ensures the concerned recruiting manager is guided throughout the hiring process and invests significant time in the preparations.
  • Promote DE&I through best possible ways to attract equally qualified women and differently enabled candidates.
  • Organize interviews in close coordination with the respective hiring manager.
  • Ensures that new employees are welcomed and well-integrated.
  • Provides support in the application and execution of HR policies and advises employees and managers accordingly.
  • Ensures new employees are briefed on HR policies, processes, tools and practices and supports them in their application.
  • Liaises with LnD learning and development on training program for the LSC employees.
  • Ensures Performance Management Development PMD process and concept is understood and applied within the LSC and monitor the progress.
  • Ensures all the variables/ changes in the salary are timely communicated to the focal HR/C&B staff.
  • Ensures HR documents and employee’s files are up to date and filed as necessary.
  • Masters and maintains HRSpace up to date (hiring, personal information, trainings, absences, etc.).
  • Collaborates with concerned staff in the HR Team on specific HR processes/tasks, when needed.
  • Communicates and collaborates with HR Team to ensure overall alignment of HR practices in the delegation.
  • Ensure every new employee participates in the onboarding plan.
  • Ensure the right use and application of different HR Metrics / Analytics to help managers understand the HR business language and improve decision making.
  • Support the Lead HR Manager in the development of HR Newsletter.

PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED

  • University degree in HR or another related field.
  • Good command (written and spoken) of English.
  • Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint.
  • 4 to 5 years’ experience in senior HR position at least one year as HR Business Partner
