HR MANAGER

CONTEXT

With regional dynamics Amman delegation has its own significance, and it is very crucial for the delegation to redesign its HR Structure in a way that it caters not only day-to-day HR business activities but also focuses on key strategic areas (e.g., HR Road Map, People Strategy, Staff Health Strategy, Resident Talent Framework, Internal Mobility, DE&I, Data Protection, etc.).

The delegation’s headcount is expected to reach to 300 resident and 90 mobile employees in the year 2023 which demands quality of services from the HR Department with additional efforts to be made to rebuild the reputation of the HR department in the delegation.

Above all, one of the important priorities for the HR for next year is to be perceived as one of the key strategic department in the delegation.

PURPOSE

This newly created role will evolve with time and with the changing HR priorities in the delegation. However, apart from providing first line HR operational support, the main purpose of this position is to support the lead HR Manager in strategizing the HR department, identifying main priorities, streamlining some key HR processes, and contributing to the development and implementation of different strategic initiatives in the delegation.

RELATIONSHIPS

• Internally, interacts with HR Team, Mobile and Resident Staff, Management, Coordinators, HR Partner, ERCO, TMs, HR Managers, Shared Services and other Centre of Expertise.

• Externally, interacts within the broader HR community beyond ICRC and within the humanitarian sector, legal adviser, etc.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide additional support to the HR department when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

In close collaboration with the lead HR Manager and other Management Team, the HR Manager is responsible to ensure efficient and effective operational HR support to Amman Delegation.

Core responsibilities;

Talent Acquisition & Placements

  • Contributes in the development and execution of the TAQ Strategy in compliance with the Jordan Labor Laws and market best practices.
  • Introduction and implementation of the Competency Based Interview Techniques/ tools in alignment with the ICRC Performance Management & Development Module.
  • Ensuring consistent TAQ approach throughout the delegation through regular coaching and capacity building of the HR staff.
  • Ensuring all concerned recruiting manager are guided throughout hiring process and invest significant time to prepare for the interviews, where needed.
  • Introduce workable solutions to reduce the Cost Per Hire (CPH) and administrative workload of the staff concerned.
  • Improve communication and internal reporting on TAQ and other hiring practices throughout the delegation and for staffs working at all levels.
  • Promote DE&I through best possible ways to attract equally qualified women and differently enabled candidates along with making some reasonable accommodations.
  • Contribute in the Training and development of the HR Staff on the TAQ and hiring practices to ensure consistent approach throughout the delegation.
  • Briefing of the new hires (Resident)

Employee Onboarding

  • Ensure every new employee has a complete onboarding plan before their joining.
  • Improve onboarding plans based on the feedback received from the new employees.

Performance Management, Development & Improvement

  • Coaching HR and other staff on the standard ICRC PMD process and in general on best PMD practices.
  • Ensuring proactive communication on different phases of the PMD processes and follow-up with the line managers for the completion of the PMDs.
  • In close coordination with the Lead HR Manager, guiding managers on how to manage under-performing staffs and mediating the disagreements and disciplinary action, where needed.
  • In consultation with lead HR Manager, reviewing and processing staff reclassification cases, i.e. Promotion, Remapping, Off-Cycle Increases, Step-up Allowances, Relocations, etc.

Knowledge Management

  • Assist the Lead HR Manager in devising initiatives to ensure the retention of knowledge and the institutional memory.
  • Support the lead HR Manager in devising initiatives to improve cognitive diversity and group intelligence in the delegation

Compensation & Benefits

  • Oversee the monthly payroll process and reviewing the files on the monthly basis and validation.
  • Review of the monthly variables and reclassification cases and signing of the documentation.
  • Review loan and salary advances request and validation.
  • Managing the process of ASRs on annual basis, and other periodic salary reviews, if needed.
  • Ensure equity and equality in the salary offers and data.
  • Answer audit queries, if any.

People Management & Capacity Building

  • Ensure good management of the HR team including 3 direct and 2 indirect reportees.
  • Providing regular guidance and communication on different matters.
  • Ensure a consistent HR approach throughout the delegation and remote worksite(s) in close coordination with the Lead HR Manager.
  • Conduct the training needs analysis process to help all HRSPs to identify their competency gaps and consulting on solutions to fill such gaps through direct coaching, training, iDev and on-the-job training.
  • Conduct and participate in HR staffs’ performance appraisals and ensure their developmental needs are met.

Reporting/ Analytics

  • Ensure the right use and application of different HR Metrics / Analytics to help managers understand the HR business language and improve decision making.
  • Support the Lead HR Manager in the development of HR Newsletter.

PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED

  • University degree, or equivalent, in HR, business administration or organization development.
  • Specialized training or Certification in HR is desirable
  • Fluent command of English and Arabic
  • Typically, minimum ten years’ overall professional experience in HR
  • Three to five years, at least, of progressive leadership experience in HR positions, for instance as an HR manager or other HR executive in a similar, large global organization.
  • In-depth knowledge and experience of good HR practices and sound grasp of HR systems and databases.
  • In-depth knowledge of employment law, HR administration, workforce and organizational planning, compensation and benefits, recruitment, selection and staffing, performance management, learning and development, employee relations, staff health and safety, and employee engagement.
