KBR is looking for Contracts & Procurement Manager for Majnoon EPCM project
to be based in Abu Dhabi
Job Description
Responsibilities include, but are not limited to:
- Protects CONTRACTOR Company and thereby COMPANY from contractual risk by working in a process of continuous improvement to encourage/promote the introduction and implementation of best practice contracting methodology and practices.
- Demonstrate an overriding commitment to health, safety and environment
- Leads the contracting part of the organization through the Senior Contracts Manager
- Leads the Procurement part of the organization through the Procurement Manager
- Authorizes all procedures brought to incumbent by his subsections and is keen for improvements on these.
- Monitors the progress of work in both subsections.
- Special attention for the work executed on site by the Senior Subcontracts manager (Site)
- Special attention for claims, variations towards COMPANY and CONTRACTOR
- Special attention for audits by COMPANY as well as internal audit results.
- Take responsibility for the Contracting and Procurement part of the Agreement with COMPANY, including possible audits
- Part of the CONTRACTOR's management team
- Direct interface to COMPANIES Contract & Procurement leads.
- Be present and report in Monthly meetings with COMPANY on progress, at risk areas (e.g. late delivery / claims etc.)
- Positively and constructively represents CONTRACTOR mission and vision to all external contacts at all opportunities.
- Responsible for taking action to prevent damage to the health and safety of self, other people and/or property. Responsible for taking prompt and correct action when actual damage occurs.
- Maintain confidentiality of information at all times.
- Monitors and Reviews overall department workload in relation to specific projects and makes appropriate assignments
- Review and monitor issuance of Request for Quotation to the pre-qualified vendors for the bidding of various materials and equipment requirements of the projects.
- Review Negotiation Plan as basis of negotiation for shortlisted vendors and assist with negotiations as required.
- Review and as applicable approve Commercial Bid Evaluation, Award Recommendation and Purchase Order including all necessary and applicable contract documents.
- Coordinate with projects and concerned parties with regard to status of delivery of equipment and materials.
- Monitor expediting of vendor with particular reference to document deliverables.
- Review accuracy of procurement status report and ensure follow up with specific projects.
- Liaises with Project Managers to address specific project issues
- Ethically and respectfully builds and maintains effective working relationships.
- Utilizes effective communication skills to ensure information is distributed in a timely and clear manner. Analysis and negotiation of claims.
Knowledge / Skills / Technical Competencies:
- Active member of CIPS and/or other international C&P organizational bodies, so knowledge stays up to date.
- Incumbent must demonstrate broad experience in Oil, Gas Brownfield and Greenfield facilities, preferably with EPCM contractors. Middle East experience in similar companies is preferred.
- Demonstrated success in past project involvement and technical delivery of small to medium projects.
- Knowledge of all standard contract types used in the industry with experience in managing claims for a wide range of disciplines.
- Experience in commercial management on major projects.
- Good understanding of contractual, commercial and financial functions on major projects.
- Good knowledge of contract concepts and legal requirements of contracts.
- Good knowledge of Procurement concepts and legal requirements of Purchase orders.
- Experienced in estimation of resources and Project risk analysing.
- Negotiation Skills, commercial acumen and attention to detail.
- Ability to steer the team, also under stress periods like Turnarounds / Slow down periods.
- Ability to deal with fluctuating staff numbers as is expected from CONTRACOR by COMPANY.
Education, Skills & Experience:
Education
- BSc., University degree in any of the main Legal, Business, or Engineering branches., i.e. Mechanical, Civil, electrical, chemical, or equivalent
Experience and Skill set
- Preferably having worked as Contractor's employee for more than 2 years on a similar role in Contracting and Procurement
- Previous experience in Iraq project is added advantage.
- Overall of 20+ years of experience.
- Total period of more than 10 years in a brownfield operation within a petrochemical / oil and gas environment or as a Contracts manager (Preferred) or Procurement lead.
- Strong leadership and teambuilding skills Supervisory experience
